DCSA is seeking a CI Collections Management Officer (CMO) to optimize collection requirements by building relationships to understand customer intelligence needs and gaps; researches existing requirements; and develops/updates and validates requirements to support the customer. This is an excellent opportunity for those with HUMINT/CI Collection Management experience, HCMC, S2X or J2X experience/training, and experience with CHROME, CRATE, Palantir, and CREATEMS.

Required Skill:
- It is required that the incumbent have collection management experience.
Highly Desired Skills:
- It is highly desired that incumbent has successfully completed Certified Collections Management Professional Fundamentals (through the Defense Intelligence Agency), or equivalent courses.
- It is highly desired that the incumbent has successfully completed Analysis 101 or equivalent military or civilian analysis training.
- It is highly desired that the incumbent possess CI Special Agent credentials from a Department of Defense accredited Basic Investigator Course.
- It is highly desired that the incumbent possess a Bachelor of Science degree or higher from an accredited US college or university.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-12) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Utilizes a wide range of concepts, principles, practices, and techniques associated with intelligence, counterintelligence, law enforcement, and related disciplines
Applies research and analytical techniques to complex assignments in CI analysis
Manages intelligence collection by utilizing knowledge of terminology, methodology, and intelligence gathering techniques
Articulates threats in a manner that influences stakeholders to take action and communicates complex ideas orally and in writing to internal and external stakeholders
Specifically you will be evaluated on the following competencies:
Collection Resources Management - Receives and analyzes customer requirements, determines resource availability and capability, prioritizes and develops collection strategies, identifies task collection resources, evaluates performance and/or reporting, and updates collection planning.
Collection System Capabilities - Gains and applies knowledge of capabilities, limitations, and accesses of the intelligence source disciplines, strengths and weaknesses of specific technical sensors/platforms, and human sources in area of responsibility. Knowledge of IC collection management processes, systems, and tools. Demonstrates knowledge of collection strategies, targeting, assessment and methodology, feedback, and source validation/vetting processes.
Customer Operations and Requirements - Applies knowledge of relevant customer organizations or operations (e.g., military, policy-makers, and law enforcement), including how to translate requirements to provide appropriate output or response to meet customer needs.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
