Duties

This position is located within the Department of the Interior, Bureau of Trust Funds Administration, Trust Operations- Field, Beneficiary Process Compliance Branch, duty stationed in El Reno, OK. At the full performance level (GS-07) the major duties of this position include but are not limited to the following: 1. Answers telephone calls, greeting visitors, and directing them appropriately. 2. Conducts interviews to determine nature of the request and responds to questions from internal and external stakeholders. 3. Researches and takes the necessary action to respond to routine inquiries and problems in a professional and satisfactory manner. 4. Documents and tracks beneficiary contacts in a BTFA provided system. 5. Assists with compiling, posting, and disseminating outreach announcements and documents to educate beneficiaries. 6. Provides guidance to beneficiaries seeking support in the completion of standard forms for the purpose of submitting claims for trust fund disbursements. 7. Explains policy, procedures, and processes to prepare forms and documents to support beneficiaries' access to their tribal and Individual Indian Money (IIM) accounts. 8. Research federal, state, or tribal laws, regulations, policies, and procedures to evaluate eligibility of benefits. Salary Range Information: GS-04: $33,693 - $43,801 GS-05: $37,696 - $49,009 GS-06: $42,022 - $54,625 GS-07: $46,696 - $60,703 First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This position is included in a bargaining unit. The Federation of Indian Service Employees (FISE), Local 4524, is the exclusive representative of all employees in this bargaining unit. Currently management has authorized limited telework dependent on the needs of each BTFA agency, the selectee may be allowed to telework with supervisory approval. INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. Indian preference eligibles that are not currently employed in the Federal service may be appointed under the Excepted Service Appointment Authority Schedule A, 213.3112(A)(7). Minimum Qualification Requirements: GS-04 To qualify for this position at the GS-04 grade level you must meet the (A) General Experience OR (B) Educational Requirement OR (C) Combination of Education and Experience for the grade to which you are applying. NOTE: Applicants qualifying based in whole or part on education are required to provide transcripts (unofficial) as proof of meeting the requirements. Failure to provide the documents will result in you receiving an INELIGIBLE rating. A. General Experience: To qualify for the GS-04 level, all applicants must possess at least one full year of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. -OR- B. Education: Two full years (60 semester hours) of education above high school at an accredited post-secondary institution; or a combination of education and experience that totals 100% of the requirement for the GS-4 level. The equivalent of 30 semester hours or 45 quarter hours (beyond the second year of attendance) is equivalent to 6 months of specialized experience. -OR- C. Combination: A combination of education and experience that totals 100% of the required general experience. GS-05 To qualify for this position at the GS-05 grade level you must meet the (A) Specialized Experience OR (B) Educational Requirement OR (C) Combination of Education and Experience for the grade to which you are applying. NOTE: Applicants qualifying based in whole or part on education are required to provide transcripts (unofficial) as proof of meeting the requirements. Failure to provide the documents will result in you receiving an INELIGIBLE rating. A. Specialized Experience: To qualify for the GS-05, you must possess at least one full year of specialized experience equivalent to at least the GS-04 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Assisting with account transactions using standardized procedures; AND 2) Analyzing various financial documents for accuracy and completeness; AND 3) Inputting and reviewing account holder information in an automated system. MUST MEET ALL -OR- B. Educational Requirement:Four full academic years (120 semester hours) beyond high school at an accredited institution. -OR- C. Combination of Education and Experience: a combination of specialized experience and educationin excess of the first 60 semester hours (i.e., beyond the second year) that totals 100% of the requirement. For example, one full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. GS-06 To qualify for this position at the GS-06 grade level you must meet the Specialized Experience described below. NOTE: You may not substitute education for Specialized Experience at the GS-06 grade level. Specialized Experience: To qualify for the GS-06, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Processing account transactions using standardized procedures; AND 2) Analyzing various financial documents for accuracy and completeness; AND 3) Inputting and reviewing account holder information in an automated system; AND 4) Answering questions in response to account holder inquiries. MUST MEET ALL GS-07 To qualify for this position at the GS-07 grade level you must meet the Specialized Experience described below. NOTE: You may not substitute education for Specialized Experience at the GS-07 grade level. Specialized Experience: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-06 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Preparing and reconciling detailed account transactions using standardized procedures; AND 2) Analyzing various trust account documents for accuracy and completeness; AND 3) Inputting and reviewing account holder information in an automated system; AND 4) Answering questions in response to account holder inquiries; AND 5) Coordinating with federal, tribal, state, and/or municipalities to verify accurate account information.
