This position is located in the Department of Homeland Security (DHS), Office of the General Counsel. The primary purpose of this position is to serve as the focal point in the Department for all matters related to ethics program and oversight of the Department's efforts to ensure compliance with the Office of Government Ethics' regulations for Executive Branch ethics programs, including training and financial disclosure requirements. This is a non-bargaining unit position.

Duties

As a Ethics and Compliance Program Manager, GS-0301-14, your typical work assignments may include: Overseeing the operation and maintenance of the data inputs into financial disclosure systems, specifically, the Army's Financial Disclosure Management system and Integrity, Office of Government Ethics Public Financial Disclosure system. This position will include some data entry. Providing constructive responses to concerns or current issues identified by ethics staff by gathering information, identifying, and analyzing issues, developing recommendations for leadership, and implementing solutions to improve effectiveness and efficiency of office workflow. Developing strategies for implementing training for new ethic officials, new entrants and others required to take annual training. Gathering, coordinating, and analyzing data and drafts substantive responses to audit and information request. Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Managing agency wide ethics training and financial disclosure programs, including managing systems for compliance with regulatory ethics requirements. Coordinating with senior level staff across the department to obtain information regarding new and departing employees to meet ethics program requirements including the vetting of political appointees. Assigning work with selective consideration of the difficulty and sensitivity of assignments and the capabilities of employees. Substitution of education in lieu of specialized experience may not be used for this grade level. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job).
