Duties

Serves as a primary depot level technical authority on Distribution Standard System (DSS) functional applications with emphasis on several major functions. Interprets higher level guidance and develops local operating instructions and policies. Performs studies regarding scope, applicability, and priority of proposed and existing IT applications and procedures. Evaluates and analyzes DSS problems providing solutions and/or contact appropriate programmers for corrective actions. Executes data queries to gather workload to test new programs or train personnel in DSS in new or changing increments. Studies, analyzes, and tests new or modified DSS increments presenting changes or additions to systems. Reviews, analyzes, and submits major and minor System Change Requests to existing systems.

Qualifications

To qualify for a Supply Systems Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Coordinating objectives and projects involving automated systems such as DSS. Develops, designs, and programs local computer systems using Access databases and Excel; analyzing functional work processes to determine their effectiveness and accuracy, and define areas that require improvement. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. Expeditionary Civilian (EC) Position: This is an Expeditionary Civilian (EC) position and the incumbent will be designated as (EE). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for a military deployment waiver from the Secretary Service level or transfer to the IRR Standby Reserve prior to appointment to an EC position. The waiver or transfer will remain in effect while assigned to the EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands Work is mostly sedentary, although some walking, standing, and climbing stairs is necessary. Occasional travel by automobile and air is required .Work Environment Work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of offices, meeting and training rooms, or travel vehicles. While deployed work may be performed within a warehouse or storage environment that may or may not have air conditioning or heating. Works outside and inside in areas that are hot, damp, cold, drafty, and poorly lighted.
