Duties
You will formulate and interpret plans, guidelines, and directives
pertaining to internal controls. Determine variances between new and existing
requirements. Initiate changes to procedures that are minor in
nature.
You will Analyze the impact of significant budgetary or accounting events on multiple appropriated
fund accounts such as allocations, commitment,
obligations, cost, and disbursement.
You will Translate the results of analysis into usable reporting for management, technical personnel, and
affected official.
You will Reconcile differences between the resource tracking system in place
and documentation.
You will make Recommend to improvements to the accounting process environment as it
relates to satisfying regulatory requirements, and meaningful
financial information.
You will analyze the impact of budgetary or accounting events on multiappropriated
fund accounts, such as allocations, commitment,
obligations, cost, and disbursement.
You will Validate data entered into an entire system for a small
organization or a major segment of the system for a large
organization.
You will Perform analysis and reconciliation of a variety of specialized
administrative accounts.
You will Analyze and Record financial transactions to the general ledger in accordance with federal accounting standards and generally accepted accounting principles.
You will Plan and Conduct studies to improve the accumulation, processing, and reporting of financial data.
Requirements
- Must be a US Citizen.

- Required overnight travel may be as high as 25% of the time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and sustain Level 2 certification in the DoD Financial Management Certification Program.
Qualifications
To qualify at the GS-12 level, your resume must also demonstrate at least one year of accounting and budget experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Education
A.
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
B.
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include
one of the following:

- Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
