This vacancy is for a Supervisory International Trade Specialist in the International Trade Administration, within the Department of Commerce.

Duties

As a Supervisory International Trade Specialist, you will: Serve as senior leader and technical expert who regularly and independently assumes responsibility for highly complex analytical work that addresses critical trade policy issues and/or addresses new trade development initiatives in key industries or world regions. Supervise and direct a team of Analysts who accomplish the work in support of the goals and objectives of the International Trade Administration; and evaluate staff performance. Oversee the ITA Executive Secretariat, ensuring that it provides the Under Secretary and Deputy Under Secretary of ITA with a continuing flow of information on major issues of concern to IT A and activities of ITA Headquarters and its constituent agencies/bureaus. Serve as a primary liaison to key internal and external senior officials and committees to ensure coordination, stakeholder engagement, and representation at the most senior-level at committee meetings and events. Provide trade policy coordination, in support of the Deputy Under Secretary and Under Secretary and assist with special projects This Job Opportunity Announcement may be used to fill other Supervisory International Trade Specialist GS-1140-15 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level you must meet the specialized experience requirement, described below. SPECIALIZED EXPERIENCE REQUIREMENT FOR GS-15: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service performing the following work: Serving as a leading technical advisor in trade policy and analysis. Managing and coordinating the trade policy development processes. Representing an agency/organization authoritatively to key sector internal and external stakeholders, and groups. Leading a Team and/or supervising Staff engaged in trade analysis.
