You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the CONTRACTS DEPARTMENT of NAVAL SURFACE WARFARE CENTER.
This position is equivalent to the GS-13/14 level.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $128,043).
Duties
You will serve as Team Lead for Procuring Contracting Officer (PCO) and potential Agreements Officer (AO) in support of NSWC Crane Division Contracts Department Code 02.
You will support customers by assisting with FAR and non-FAR acquisition planning, contracting strategy, source selection, discussions/negotiations, and administration of complex contracts.
You will develop, review, and approve acquisition strategy plans/MOPAS, source selection plans, source selection evaluation reports, determinations, solicitations, business clearance memoranda, agency protest reports, and other similar documents.
You will lead interdisciplinary teams of experts in engineering, logistics, finance, law, contracting, and other career fields, to provide innovative, best-value solutions to complex contracting problems.
You will be responsible for compliance with law and regulation, for schedule and quality, and for customer satisfaction, and ensuring fairness in the acquisition of supplies and services.
You will perform cost and price analysis, and conducting business deals on behalf of the Navy.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-4 (GS-11/12 equivalent) in the federal service or equivalent experience in the private or public sector as a professional contractor providing contractual procurement and administration services (e.g., contract awards, cost analysis, negotiations, solicitations and close-outs) to establish and sustain the acquisition of contracted services, materials, and equipment for an organization.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
