You will serve as a MANAGER (Division Manager) in the Contracts Department (00) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will develop strategies and vision for the Division to support programs/policies in alignment with the Command Strategic Plan. You will utilize internal controls, Human Resource Management, goal setting techniques and team building to effectively manage the department. You will provide positive leadership and is a role model to workforce. Supports Equal Employment Opportunity (EEO) principles and Diversity initiatives. You will develop networks and builds alliances; collaborate across boundaries to build strategic relationships and achieve common goals. You will serve as a Contracting Officer with the demonstrated ability to select the awardee who in the Government's estimation, provides the best value. You will Award contract/ Issue task or delivery orders after ensuring fund availability and obtaining reviews and approvals. You will conduct pre/post award debriefings for all unsuccessful offers when requested to ensure appropriate disclosure of information.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting the basic education requirement as well as the requirements in the table above, applicants must have:1) At least two years of experience in contracting positions; and2) Completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard. Foundational certification standards must be met within established timeframes in accordance with DoD Instruction 5000.66. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-05 (GS-13/14 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional contracting specialist, overseeing contracting activities (e.g. contract award, planning, solicitation, negotiation, administration and close-out) to ensure contractual obligations are in compliance with applicable statutes, regulations and policies governing the acquisition and procurement of services, equipment, or materials for an organization. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
