Serves as the Commissary Contractor Monitor in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to Conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary.
Duties
Conduct quality assurance inspections and contractor surveillance.
Provide comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives.
Approve or reject contractor's work schedule and checks work for quality and timeliness.
Maintain the store's allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable.
Advise commissary or contracted order writers.
Act as the commissary manager's representative during the night time hours to ensure government property is secure.

Requirements

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify. When using education to meet qualifications you must submit transcripts. Experience: One (1) year of demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices (specialized experience) equivalent to at least the GS-5 grade level. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience include:
Conduct quality assurance inspections and contract surveillance duties specified commissary or retail grocery contract services.
Apply retail grocery store administration policies and procedures as they relate to established contracts.
Monitor vendors and or contractors in a retail setting to ensure proper inventory.
Additional Requirements that must be met by the closing date:
Physical requirements: Work includes long periods of standing, walking, bending, crouching, stooping, stretching, and reaching. You will attest to your ability to perform these physical requirements in the Questionnaire.
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-6: You must have 52 weeks of Federal service at or equivalent to GS-5.
Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non-temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
