Duties

As a Federal Security Director (FSD) for the Transportation Security Administration (TSA), you will provide day-to-day direction for Federal airport security staff and operations while enhancing the experience of the traveling public. Your duties will also include: Organizing and implementing crisis and incident management response plans and preparing the Federal Security Crisis Management Response Plan. Providing oversight and management of passenger, baggage and air cargo security programs while also providing optimal communication to the workforce to ensure they have the information needed to effectively make decisions regarding passenger security. Developing and maintaining a collaborative environment within TSA and with TSA stakeholders to effectively manage security operations. Supporting security evolution and ensuring the deployment, management and oversight of people, processes and technology to improve security operations as well as having responsibility for business management functions including human resources, finance and procurement. Supervisory Managerial Responsibilities include: strategic planning, communicating the organization's vision and objectives; setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employee. Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in state or local government or the private sector. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities and/or competencies to successfully perform the duties of the position which involve providing day-to-day oversight of a Federal airport and other modes of transportation security operations and staff. Specialized experience is defined as: Managing programs related to corporate security, aviation security, force protection, law enforcement, and other equivalent security/law enforcement programs; AND Directing staff, activities, functioning within established staff levels and budget, and providing leadership to a diverse workforce Candidates will also be rated and ranked based on their possession of the Professional/Technical Qualifications listed below. Evidence of the Professional/Technical Qualifications should be CLEARLY REFLECTED in your resume. Professional/Technical Qualifications: Experience effectively managing, leading, and communicating with a large, diverse workforce (e.g., setting performance expectations and providing performance feedback, guiding individuals to achieve organizational goals), while anticipating and taking steps to resolve and prevent conflicts and/or other counterproductive confrontations. Experience improving mission effectiveness by implementing risk-based, intelligence driven security initiatives and evaluating effectiveness through analysis of performance measurements. Experience building and maintaining positive relationships with federal, state, local, and private stakeholders in a way that best represents the agency, while effectively engaging and addressing internal teams and workforce environment. Experience analyzing and evaluating transportation security operations in a complex and constantly changing environment, as well as experience processing and generating techniques to guide behavior, assess surroundings, and identify potential risk. Experience managing organizational resources (e.g., budgets, equipment, information), identifying operational and management efficiencies that support the allocation of limited resources, monitoring and evaluating plans, focusing on results, and measuring attainment. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Conditions of Employment: MOBILITY: The Transportation Security Administration (TSA) was created in the wake of 9/11 to strengthen the security of the nation's transportation systems while ensuring freedom of movement for people and commerce. TSA employs a risk-based strategy to secure U.S. transportation systems, with nearly 50,000 Transportation Security Officers, each day at approximately 450 airports nationwide. The agency continuously sets the standard for excellence in transportation security through its people, processes, technologies and use of intelligence to drive operations. As a member of TSA's Leadership Cadre, you may be subject to frequent changes in posts of duty and positions. Mobility is a condition of employment. Applicants and current TSA employees who are selected for a Senior Leadership position must sign and submit a mobility agreement upon acceptance of a job offer. Executing this agreement is required as a condition of employment for an individual selected for a vacant mobility position. During your assignment, an employee from Human Capital will work with you to complete a career assessment and to identify future position interests. Using this information, and in consideration with future leadership vacancies, you will be transitioned into another role based on your skills and the agency leadership needs at the termination of your initial assignment. This position requires Financial Disclosure. Locality Pay will be set in accordance with OPM defined Locality Pay Areas SUPERVISORY/MANAGERIAL PROBATIONARY PERIOD REQUIREMENT: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. FSD positions are not permanent assignments; the length of a duty assignment is generally up to 5 years with a possible extension. The initial tour is normally 36 months, and with agency approval a second tour of duty up to 24 months. Any subsequent tour of duty extension beyond the second tour will be based on the Agency's needs and the projected contribution of the employee. Applicants may identify preferred locations. TSA will attempt to place employees based on identified locations but cannot guarantee placement in the identified location. Final determination will be made at the discretion of TSA. If you applied to previous FSD vacancies, you must reapply. Certificates will be issued on an as needed basis, as vacancies occur. The applicant pool will be honored for a period of 4 months. This position is part of TSA's Leadership Succession Planning and Development Program. Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
