As a Program Manager at the GS-0340-12/13, you will be part of Retirement Services, Office of Personnel Management. If selected, you will be responsible for planning, managing, evaluating, and reviewing the operations of a team that maintains the Civil Service Retirement System and the Federal Employees Retirement System and the benefits that support them.

Duties

Overseeing the timely and efficient accomplishment of the work of the Branch, setting and adjusting priorities and allocating available resources. Developing and providing input for the work plans of the Branch and Group that support the OPM Strategic Goals. Ensuring that high quality, technically correct, and timely services are provided to all who come in contact with the Branch. Advising high-level management of significant problems, emerging trends, resource needs and other matters requiring top management attention. Analyzing and making decisions using data and operational reports to address workload management and challenges presented by subordinate staff.

For the GS-12: You must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes experience in performing all the following: 1) Mentoring and training employees, teams, or committees on program processes ; 2) managing program requirements, objectives and/or metrics for assigned program and 3) applying knowledge of employee benefits packages which may including life, health insurance, investment plans, disability and private retirement and benefits systems and programs affecting benefits entitlements to support associated program. For the GS-13: You must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes experience in performing all the following: 1) Managing and training a group of employees, teams or committees on program processes; 2) Analyzing data and operational reports to address workload management and challenges presented by subordinate staff; and 3) Evaluating and Administering program requirements, objectives and/or metrics for assigned program and 4) Applying knowledge of the administration of employee benefits packages which may include life, health insurance, investment plans, disability and private retirement systems and/or administration of retirement and insurance benefits system and programs affecting benefits entitlements to support associated programs. Merit promotion applicants must meet time-in-grade requirements as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 grade level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 grade level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of experience is considered to be 40 hours of work per week. Applicants wishing to receive credit for such experience must clearly indicate their duties and responsibilities for each position and annotate the number of hours a week spent in each position. This may be reflected on the resume as either hours work or full-time.
