Duties

Serves as Advisor to the District Leadership Team and program staff(s) in all decisions involving Native groups, organizations or individuals. Provides technical assistance to the District staff(s) on Native issues including economic development, eco-tourism, cultural and religious practices, and consultation issues associated with BLM lands and resources. Coordinates, administers and leads the District Office’s Native American Program. Coordinates, administers and leads the District Office’s monthly BLM tribal coordination meetings. Works with Tribal Councils, other agencies, and members of the public on Native American related issues. Composes, processes, and maintains relevant documents.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-09: One (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience is further defined as resolving customer complaints related to natural resources policy; researching and compiling information on laws, regulations, treaties or other similar records for managers to use in decision making and analysis; and experience communicating with interested parties both internally and externally OR two (2) years of graduate level education leading to a Master's Degree in a field directly related to this position OR an equivalent combination of specialized experience and education described above. For GS-11: One (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience is further defined as experience in at least one of the following areas as they pertain to Native issues: Analyzing and interpreting policies; developing programs and procedures; providing guidance to others in your area of expertise; tactfully managing sensitive and controversial issues; planning and conducting internal and external meetings, consultations and negotiations; or developing technical reports such as Environmental Impact Statements or Environmental Assessments OR having completed a Ph.D. or equivalent doctorate degree or three (3) years of graduate education leading to such a degree in a directly related field OR an equivalent combination of specialized experience and education described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The incumbent will spend time in an office environment and in travel status to Native American communities and in the field. Physical capabilities are required to visit and conduct consultation efforts in the field, as well as participate in fire activities as mutually determined by the supervisor and incumbent. Work Environment: Work is in an office setting and in the field. Travel will be to communities within the region, including Native American communities and reservations, as well as to specific sites and projects in the field.
