Duties
Responsible for entire renewable and non-renewable programs for the District Office; duties are spent in formal supervision in leading, directing, and overseeing a group of interdisciplinary employees.
Plans, leads, coordinates, and implements resource management planning activities for the District Office ensuring environmental documentation meets prescribed quality standards.
Ensures compliance with the Federal Land Policy and Management Act (FLPMA), NEPA, Council on Environmental Quality (CEQ) regulations, and Departmental and Bureau guidelines.
Facilitates the exchange of technical data among Federal, State and Local Land management agencies; evaluates land management issues and coordinates District Office participation in State and National initiatives.
Tracks progress of projects, initiatives, actions, and special concerns and informs the District Manager and Deputy District Manager of pending status.

Qualifications

For GS-13: I have one (1) year of specialized experience equivalent to the next lower grade level (GS-12) in the federal service. Specialized experience is further defined as experience as a Project Manager managing complex renewable and non-renewable projects involving multiple stakeholders and controversial issues; coordinates baseline project schedules and identifying milestones; recommending and managing project budget allocations; working with an interdisciplinary team; communicating with managers, non-government entities, cooperators, agencies, and tribes; reviewing environmental documents and ensuring compliance as required by laws, regulations, and policies.
There is no substitution of education for experience at the GS-13 and above grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Generally, work is performed in an office setting with regular trips to the field, which may involve exposure to extreme weather conditions, such as cold or extreme heat, isolated locations, and rugged terrain. The incumbent must be able to sit, walk, or stand and perform off-road
driving for prolonged periods of time. Incumbent may be required to participate in numerous lengthy meetings at local or distant locations. Overnight travel may be required.
Work Environment: Work is normally performed in the office, although regular field trips are involved. Field work may include walking or driving motor vehicles over rough terrain in remote areas in all kinds of weather. Office work will periodically involve abnormal stress situations involving completion
of work to meet short deadlines and other factors. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
