About the Position: The incumbent of this position will serve as Instructional Systems Specialist for the US Army Corps of Engineers Learning Center (ULC) responsible for planning and carrying out the internal and external evaluations of the Training and Education Development (TED) PROSPECT courses and other USACE training through coordinating activities, establishing procedures, priorities, and setting/meeting milestones.
Duties
Ability to use the Army Enterprise Accreditation Standards (AEAS) in all aspects of course and unit assessment because of a comprehensive understanding of the relationship of organizations multi-level training programs.
Execute accreditation requirements as outlined by the Accreditation Programs of the organization, as well as compliance with applicable continuing education organizations offering accreditation and registration.
Review and analyze the processes associated with the SAT (analysis, design, development, implementation, evaluation [ADDIE]); and the ability to apply that knowledge.
Evaluation of the implementation training and education programs; review of programs of instruction for institutional and exportable training; integration of alternate media, devices, and simulators into institutional training.
Review of design, development and evaluation of instructor materials; review of the design, development, and evaluation of training support packages and instructor guidelines for courses; review resource justification documents .
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty Travel (TDY) is required approximately 25% of the duty time.

BASIC REQUIREMENT FOR INSTRUCTIONAL SYSTEMS SPECIALIST, GS-1750-12:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR
(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
SPECIALIZED EXPERIENCE: One year of specialized experience is required. Specialized experience includes (1) developing and using analysis instruments to support the assessment of learning performance capabilities; (2) conducting quantitative and qualitative data analysis to evaluate effectiveness and efficiency of training and education products; (3) conducting quality control (for standardization and completeness) in the extraction of formative and summative data of educational products; and (4) development of tools and metrics to assess and document individual and organizational level performance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
