The primary purpose of this position is to support the unit by administering the physical, information and personnel security and Personnel Reliability (PRP) programs for the unit.

Duties

Monitors the overall security program for the organization. Implements policies and procedures covering the safeguarding of classified information. Implements unit security and PRP education and motivation programs. Participates in Unit Security Managers and Host Base PRP meetings. Monitors and evaluates the Personnel Reliability Program for the organization.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Experience includes personnel and industrial security assignments, advising operating officials and developing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of the methods of performing such duties as conducting reviews, collecting, and analyzing information, etc. and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions and other issues that influence the course of actions taken in resolving security questions and issues. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Knowledge of the requirements to effectively implement, manage and advise the certifying official on the unit Personnel Reliability Program (PRP). master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of security concepts, principles, and practices to plan and implement security procedures for physical, personnel and information security programs within the organization. 2. Knowledge of required security training concepts, programs, procedures and practices to assist managers in complying with established security programs. 3. Skill in developing, analyzing, and evaluating multiple security programs (personnel, physical and information) to meet mission requirements and improve the security program for the organization. 4. Ability to communicate orally and in writing through clear, concise, and technically accurate written materials. 5. Ability to establish effective professional working relationships with coworkers, contributing to a cooperative working environment and successful accomplishment of the mission. 6. Knowledgeable of the requirements to effectively implement, manage and advise the certifying official on the unit Personnel Reliability Program (PRP). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
