The primary purpose of this position is to serve as the SUAS and C-SUAS Program Manager to the 91st Missile Security Operations Squadron; provide expertise and guidance to Security Forces and leadership on readiness, training, risk management, and defense capabilities; administer software, databases, and maintain accountability of equipment, certifications, and training.
Duties
Manages SUAS and C-SUAS program for the Missile Security Operations Squadron and the Security Forces Group.
Conducts long-term planning, workload management, functional/technical advice and guidance, and continuity of operations for the unit level SUAS and C-SUAS program.
Manages all SUAS and C-SUAS program software and equipment logistics.
Serve as the training authority and expert on all matters involving modernization and programming of SUAS and C-SUAS.
Exercises supervisory personnel management responsibilities for a limited staff.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge, principles, practices, standards, methods, techniques, materials, and equipment associated with aerial surveillance SUAS and C-SUAS programs; applying knowledge of military, Federal Aviation Administration, or International Civil Aviation Organization (ICAO) SUAS regulations and operating procedures, expert knowledge of flight operations (manned or unmanned) and working knowledge of fixed and deployable C-SUAS equipment and technology is critical to the successful performance of the work.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the concepts, principles, practices, standards, methods, techniques, materials, and equipment associated with aerial surveillance SUAS and C-SUAS programs. Knowledge of military, Federal Aviation Administration, or International Civil Aviation Organization (ICAO) SUAS regulations and operating procedures, expert knowledge of flight operations (manned or unmanned) and working knowledge of fixed and deployable C-SUAS equipment and technology is critical to the successful performance of the work.
Knowledge of the laws, rules, regulations, and procedures governing the conduct of Air Traffic Control (ATC) operations and the separation of aircraft in terminal radar approach control and control tower operations, and of the functional and operational limitations of ATC equipment such as: radar systems, navigational aids, weather indicators, remote status indicators, radios, landlines, recording equipment, ATC simulation systems is highly desired.
Comprehensive knowledge of OSD, AF, USNORTHCOM and other COCOM or MAJCOM SUAS and C-SUAS regulations, policy, directives/instructions and guidance, and the relationship of the various DoD entities involved in overall planning and execution of military operations and evaluations, as well as a working knowledge of joint and allied services military organizations, procedures, and policy as related to SUAS and C-SUAS operations.
Skill in review and analysis techniques and methods to appraise assigned aerial surveillance programs or projects; identify needs and solutions; develop goals, policies, and procedures; monitor progress; and evaluate success. Skill in application of aerial surveillance training techniques and principles to both help develop training operators acquire knowledge in operation of SUAS and C-SUAS systems as well as develop additional competent trainers for the same purpose.
Ability to plan, organize, and lead others in studies or projects; clearly and cogently present data and recommendations; and advocate to leadership for acceptance and implementation of recommendations where proposals involve unprecedented programs where little, or no guidance exist and where substantial resources or extensive changes in established concepts and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
