This position is located in the U.S. Agency for Global Media and serves as a member of the Congressional Affairs team; serves as a Congressional Liaison; incumbent supports the Director of Congressional Affairs and serves as the expert for the office in Congressional oversight; oversees and coordinates outreach activities and programs for the USAGM; responds to inquiries from Members of Congress; represent USAGM with key Congressional Committees and assists with Congressional correspondence.

Duties

As a Congressional Liaison, you will be reasonable for duties to include, but are not limited to the following: Serves as the Office of Congressional Affairs expert in oversight matters. Leads OCA efforts in Congressional oversight matters. Work in close coordination with the USAGM Office of General Counsel and senior agency leadership on all Congressional oversight matters including negotiations, related hearings, briefings, document productions, and requests for information, transcribed interviews, and other tasks as appropriate. Advise the Director and senior agency leadership in areas related to Congressional oversight processes and functions, as appropriate. Independently represents and leads OCA in sensitive internal discussions with senior leadership and in representing the agency externally on Congressional oversight matters. Provides expert advice on a host of complex matters affecting the USAGM and its broadcasting mission. Conducts outreach to the Congress in coordination with the Director of Congressional Affairs; Prepares comprehensive research and analyzes and evaluates current legislation and legislative proposals to support the agency's priorities and legislative agenda. Creates opportunity for Congressional engagements by contacting legislative representatives and arranges meetings and conferences on various topics. Maintains relationships through continual observations and thoroughly examines methods to improve programs and relationships. Disseminates information about key activities and news stories of the USAGM, VOA, and the other USAGM agencies to Congressional representatives. Meets with Congressional staff about the USAGM and other media entities under the USAGM umbrella, to provide information about USAGM's programs. Provides feedback on projects of this nature to assist the Director in responding to the CEO, senior agency officials, and congressional entities. Attends and monitors Congressional hearings and assists in all aspects of preparation for that hearing by preparing draft documents of pertinent information and data to assist in the report to Congress. Attends meetings with the Director and Congressional staff regarding information about the USAGM and the other media entities under the USAGM umbrella, to provide information about USAGM's programs. In coordination with USAGM Public Affairs, engages with think tanks, public policy organizations, advocacy groups and diaspora organizations that work with Congressional stakeholders on public diplomacy. Prepares briefing papers and accompanies the USAGM CEO to meetings with Members of Congress, when requested. Participates in agency internal meetings about Congressional issues and provides facts and data when required. Provides expert knowledge and skill in providing information about USAGM and its media entities to external offices of USAGM. Serves as the Point of Contact (POC) for all Congressional inquiries for the office. Reviews and identifies subject and intent of Congressional inquiries received, prepares and initiates responses. Prepares thorough and detailed responses to written inquiries and constituent requests; including letters, information packets, and briefing materials and identifies subject and intent of Congressional inquiries received, prepares and initiates responses.

Requirements

  • You must be a U.S Citizen or U.S. National.
  • This is a critical sensitive (CS) high risk position. If selected, this position requires the completion of the SF-86 and Top Secret clearance.
  • Suitability Determination: If selected, you will be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
  • This position is not covered by a Union Agreement.
  • This position may require serving a one-year probationary period.
  • If selected for this vacancy, you may be required to file the OGE Form 450 (Confidential Financial Disclosure Report).
  • The full performance grade level for this position is GS-14.
  • If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service.

Qualifications

To qualify for the GS-13 applicant must have one (1) year of specialized or equivalent experience at the GS-12 level. Specialized experience is experience involving establishing and maintaining agency or organizational relationship with Congress, such as that gained from working in the office of U.S. Senator or Representative or as a Congressional Liaison in an Executive Agency's Public Affairs or Congressional Affairs Office or Public Relations Office or equivalent in private sector and must include the following: - Experience with the Congressional oversight and accommodation process from working in the U.S. Congress or an Executive branch agency. - Experience establishing relationships with Congressional official, including U.S. Senators, Congressional Representatives, Congressional committee staff, and key legislative officials staff members, Public Relations Officer and staff members or equivalent in private entities. - Experience assisting in drafting legislative language for legislative initiatives that are pertinent to agency or organization as appropriate. - Experience assisting in drafting speeches, remarks, testimony, or equivalent material by senior officials of respective organizations. - Experience assisting in preparing organization executives and senior officials for public statements or briefing or testifying before Congress or equivalent organizational entity.

Education is not required for this grade level. It cannot be used for qualification purposes.
