You will serve as a Program Analyst in the Surface Warfare Division (N96) of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

You will serve as Action Officer / Requirements Officer for Ship Control System and Sustainment Programs and additional programs as assigned. You will be responsible for identification of surface platform bridge integration, ship control system, Hull Mechanical and Electrical (HM+E) system PARM and HM+E Sustainment requirements. You will be responsible for the plan and acquisition strategy for Capability Assessment determination to include Planning, Programming, Budgeting and Execution (PPBE) management of the Navy Surface Combat capabilities. You will coordinate with and advise a staff comprised of military, civilian, and support contractors. You will coordinate all aspects of surface combatant sustainment for Ship Control and HM+E systems, across portfolio programs within the Surface Warfare Division. You will identify new opportunities for combat systems capabilities to accomplish surface warfare missions, streamline business processes, capitalize return on investment, and foster innovation. You will manage and execute processes for continuous assessment, analysis, and improvement or development of existing combat systems or candidate systems. You will conceive, organize, direct and coordinate assessments which evaluate and prioritize related issues of the interest to the Navy.

  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing Program Analyst work by utilizing an expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. I am able to communicate well both orally and in writing. Specialized experience must demonstrate all or most of the following: 1) Utilizing a knowledge of DoD goals, objectives, policies, readiness and sustainment objectives and ships missions, systems, integration and state of technology; 2) Evaluating and resolving complex problems or controversial issues, such as issues related to Surface Ship sustainment and ship control system capabilities, fleet readiness, and acquisition requirements; 3) Applying guidance in the planning and programming phases of the Planning, Programming, Budgeting and Execution process of an organization; 4) Applying a knowledge of program management and organizational structures combined with various qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on problems, programs, and initiatives to improve organizational effectiveness/efficiency; and 5) Leading teams of other expert analysts and communicating effectively with senior management of various levels.
