This position is located in Albuquerque District Office, Rio Puerco Field Office.
Duties
Responsible for overall recreation program direction, execution and review of all activities within the Field Office, Kasha-Katuwe Tent Rocks National Monument and the El Malpais National Conservation Area in coordination with the Field Manager.
Serve as a consultant, coach and supporter to facilitate problem solving and accomplishment of Monument/NCA and associated Field Office goals and programs for the recreation program which leads approximately 8 staff, numerous seasonal/volunteers.
Responsible for administration of a variety of management programs such as safety, upward mobility, cost reduction, leave programs, Equal Employment Opportunities (EEO), drug and harassment free workplace, overtime usage, employee engagement, etc.
Conduct resource planning and management in coordination with representatives of Federal, State, Tribal and local governments, the general public, public land users, and private landowners.
Responsible for planning, budgeting, organizing, implementing, and evaluating a broad array of complex resource programs requiring multiple-use management.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Overseeing program planning and budgeting systems to assist with long-range planning of program objective activities; (2) Interpreting policy/regulatory requirements to be implemented to ensure sound management practices for land and natural resource programs and their multiple-uses on public lands; (3) Analyzing and evaluating workload capacities to create balanced programs in accordance with organizational policies and directives; (4) Performing a full range of supervisory duties, including planning, organizing, directing, and evaluating the work of subordinate staff members; (5) Negotiating and mediating with internal/external stakeholders.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
