Duties

You will serve as the Enterprise Data Services Division Officer responsible for Navy Defense Cyber Operations (DCO) Data Services Mission Support. You will provide advice for design, development, analysis, and program direction of all enterprise data services related to DCO. You will oversee the proper management, enhancement, and planning for enterprise data services and provide guidance and direction for process improvements. You will recognize potential shortfalls in DCO enterprise data services’ processes and procedures, approve automated data requirements, and direct the architecting of new processes. You will prepare written and oral assessments on current data services and capabilities, outages, and lifecycle management for all enterprise data services.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 422 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You are subject to a polygraph examination.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position may require travel from normal duty station.
  • You may be required to perform rotating shift work that could include days, evenings, weekends and holidays.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: 1-Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Using guidelines, precedents, and instructions for both Joint and Navy level reporting that are very general regarding DCO policy statements and objectives. 2-Customer Service - Works with clients and customers (that is, any individual who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Using judgment, initiative, and resourcefulness in deviating from established methods to treat specific issues or problems. 3-Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Proposing new policies, practices, and procedures to senior Navy leaderships. 4-Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Researching computer incident investigations. In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: -Experience supervising and directing DCO enterprise data services for the Navy. -Experience using data storage, processing, provisioning, and services. -Experience functioning as a principle technical advisor for enterprise data services to the DCO mission area. -Experience serving as an expert advisor in data systems technology, security, and applications in support of defensive cyber operations and cyber security service provider mission sets. This position is within the Work Category SUPERVISON/MANAGEMENT at FULL PERFORMANCE Work Level II, Series and Grade GG-2210-13.
