About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, located at Fort Huachuca, AZ.

Duties

Responsible for the monitoring, event tracking, analysis and reporting of all activities on the CONUS portion of the DoD Information Network - Army(DoDIN-A). Provide real time input into the operational picture of the 7th Signal Command (Theater) CONUS area of responsibility(AOR). Serve as a subject matter specialist in the areas of Operations Center functions and keeps superiors and higher echelons informed of operational status including assessments of a wide range of technical and operational information issues. Apply extensive professional knowledge of Information Technology policy, procedure and standards. Apply knowledge of automation systems, telecommunications and networking disciplines to staff the management and implementation of assigned programs. Review, coordinate, direct, and participate in negotiating technical and reporting requirements within the area of responsibility. Prepare and deliver the daily operations and intelligence briefing for the command.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • A Top Secret Sensitive Compartmental Information security clearance based on an SSBI background investigation with eligibility for Sensitive Compartmental Information (SCI) is required.
  • This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.
  • Position requires rotating shift work; nights, weekends and holidays as the 7th Signal Command Operations Center is a 24 x 7operation.
  • TDY is required up to 10% of the time.
  • Duties require access to Sensitive Compartmented Information (SCI) and/or Sensitive Compartmented Information Facilities (SCIF).

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) applying Information Technology (IT) concepts, principles, methods, and practices; 2) reviewing, coordinating, directing, and/or participating in negotiating technical and reporting requirement; 3) identifying and resolving technical aspects of difficult and complex information systems infrastructure and automated information systems with respect to problems in synchronization, interface to other systems and compatibility with other systems; and 4 )reviewing network operation reports, incident reports, and task orders to provide mission impact, maintain situational awareness, assign/adjust priorities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
