This position is located in the Office of the Assistant Secretary of Defense for Readiness (OASD(R)), Office of the Under Secretary of Defense for Personnel and Readiness, USD(P&R). The ASD Readiness is responsible for policy formulation, program and budget review, and staff oversight for all military readiness programs: Service and Joint to include inter-agency, intergovernmental, and multi-national.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section Section 9905 of title 5 U.S.C. Incumbents typical work assignments may include the following: This position serves as a Senior Operations Research Analyst, responsible for conducting a full range of operations research analysis activities necessary to advise the Secretary of Defense and his senior-level staff in support of their readiness related decisions. Undertakes efforts to investigate, develop and analyze complex readiness problems (associated with force structure, manpower, equipment, budget, infrastructure or systems) and provides advice and insights about the probable effects of alternative solutions to these problems. Responsible for readiness analysis as it relates to the National Defense Strategy, Guidance for the Employment of the Force, Defense Planning Guidance and other readiness-related strategic documents and decisions. Designs and builds user focused analytics that extract timely, actionable information from diverse complicated data sources and from mathematical modeling and simulation to inform decision makers and policy analysts. Identifies new, innovative and existing products, technologies, and/or architectures to streamline the design of solutions to operational problems.

At least 3 of the 24 semester hours must have been in calculus. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. For further information, visit: https://www2.ed.gov/about/offices/list/ous/international/usnei/us/edlite-visitus-forrecog.html You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability applying a wide range of qualitative, analytical, statistical, and evaluative methods and techniques to conduct analysis of various business operations, activities and capabilities to plan, coordinate, and execute studies and/or projects, evaluate the data and present innovative recommendations for resolution. Examples of specialized experience may include: analyzing, interpreting, and presenting obligation and execution performance of Special Operations-related programs and functions in charts, papers and in formal meetings with senior members; executing and controlling projects which represent an important segment of the agency's operating programs and/or projects; completing assignments that involve initiating, applying, and planning major developmental studies; and providing significant and innovative recommendations for advancing programs and/or methods. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
