This position serves the Natural Resources Conservation Service in a designated Field Office assisting offices to be successful in the implementation of Farm Bill programs in the use of automated tools and processing payments according to NRCS policy.
Appointment includes OCONUS (Outside the Continental United States) time restrictions (Current Federal Employees relocating to Alaska). Initial duty is not-to-exceed 3 years with possibility for extension for an additional 2 years upon approval.
Duties
Actively supports and demonstrates awareness of EO/CR policies and responsibilities of the Agency and the Department goals of valuing a diverse yet unified workforce, while ensuring equitable and program delivery of clientele.
Assists the field and area staff to market farm bill programs. Farm Bill marketing efforts may include assisting with press releases, field tours and presenting information at meetings.
The position focuses on assisting the field offices to be successful in the implementation of Farm Bill programs to include the use of NRCS automated tools and processing producer payments according to NRCS policy.
Works closely with area specialists and conservation partner leaders to determine the most efficient methods for implementation of technology tools, identifying new tools that may increase efficiency, effectiveness or accuracy of core work products.
Provides Guidance and expertise on the Conservation Stewardship Program (CSP), Environmental Quality Incentives Program (EQIP), Farm and Ranch Lands Protection Program (FRP).
Provides Guidance and expertise on the Agricultural Conservation Easement Program (ACEP), Regional Conservation Partnership Program (RCPP), Conservation Reserve Program (CRP) and other farm bill programs.
Requirements

- Must possess and maintain a valid state motor vehicle operator's license for the type of vehicle(s) operated to perform the duties of this position.
- This position requires field work where dangerous wildlife are common. Passing courses in bear safety and firearms handling on an annual basis and the legal ability to carry a firearm, are required for this position.
- This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996.
- Certification of compliance with 18 U.S.C. 922 (g) and (n) National Rifle Association Shotgun Safety and handling certification.
- This position is designated for random drug testing under Departmental Regulation DR 4430-7922-2 dated April 2011. This position must complete and pass a Pre-Employment Drug Testing before entrance on duty (EOD).
- Employment/Mobility Agreement may be required due to time limitations on OCONUS assignments. (For current Federal employees relocating to AK)
- At the completion of the tour(s), the employee has guaranteed return rights to a position of grade and pay equivalent to the employee's current position. (For current Federal employees relocating to AK)
- This position includes Return Rights and Tour Renewal Travel. Return rights must be exercised prior to the 3 year ( 5 years if extension is approved) time period. (For current Federal employees relocating to AK)
- A service agreement is required for authorization of relocation expenses and allowances.
- After five years, the employee can opt to remain in Alaska but will forfeit any guaranteed return rights.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level).
Basic Education Requirement
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience for GS-9: Possess at least one year of specialized experience, equivalent to the Federal GS-07 level or higher, which has equipped the applicant with the knowledge, skills and abilities to perform the duties of this position. Examples of specialized experience include:
Utilizing technical tools, systems, and databases (such as Geographic Information Systems) and other U.S. Department of Agriculture (USDA) tools in support of conservation activities;
Providing technical support and training to others on the use and implementation of a USDA Farm Bill program.;OR
Substitution of education in lieu of specialized experience: 2 year(s) of progressively higher-level graduate educationleading to a Master's degree or equivalent graduate degree in biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position; OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Specialized Experience for GS11: To qualify for this position, you must possess at least one year of specialized experience, equivalent to the Federal GS-9 level or higher, that has equipped you with the necessary competencies to successfully perform the duties of this position. For this position, examples of specialized experience include:
Providing leadership developing and implementing comprehensive conservation methodologies with an emphasis on multiple farm bill programs.OR
Substitution of education in lieu of specialized experience: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position; OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
