This position is located with the Bureau of Indian Affairs, Alaska Region, Office of the Regional Director, Deputy Regional Director-Trust Services, Branch of Natural Resources in Juneau, Alaska. NOTE: TRAVEL/RELOCATION EXPENSES AUTHORIZED IN ACCORDANCE WITH THE FEDERAL TRAVEL REGULATIONS. THE PAY FLEXIBILITIES OF A RECRUITMENT AND/OR RELOCATION BONUS MAY BE AUTHORIZED, PENDING AVAILABILITY OF FUNDS AND MANAGEMENT APPROVAL.

Duties

Serve as principal technical advisor on all matters relating to agriculture, range management, forestry, fire management, water resources, parks programs, wildlife/fish programs, soil conservation and the subsistence program. Supervise and direct staff engaged in a variety of professional, technical, and clerical activities. Interpret and apply Federal, Bureau, tribal and local laws, regulations, and policies for land management and natural resources services including grazing practices and improvements, weed management, soil and range conservation, water resources, subsistence development, forestry and wetland management. Participate in Agency trust reform activities and the trust management improvement programs. Keep abreast any changes in federal laws, statues, or regulations affecting natural resource management on Indian lands and provides interpretation of changes to natural resource staff, Tribal officials, land managers, and individual Indian owners. Provide supervision and administrative support to subordinates within the land services programs; and develops performance standards and evaluates work performance of subordinates. Ensures all program actions that disburse federal or trust funds, or manage federal property, adhere to all federal agency's guidance and directives. Serve as principal technical advisor on all matters relating to natural resources and environmental protection programs.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, and Individual Occupational Requirements for GS-0401; General Biological Science Series). BASIC REQUIREMENTS FOR ALL GRADES: A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate for the position. OR B. Combination of education and experience-Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following: SPECIALIZED EXPERIENCE GS-14: I have at least one year of specialized experience or the equivalent, comparable to at least the GS-13 in the Federal Service (obtained in either the public or private sector). Specialized experience must include management and administration of Natural Resources - Agricultural and Range Management - Outdoor Recreation, Soil and Moisture Conservation, Environmental - Minerals and Extension - Compliance Sections, etc. Examples may include work involving management and supervisory responsibilities which encompass the full range of natural resource related activities - managing land services that provides range and wildlife management, soil and moisture conservation, environmental compliance, mineral inspections and development, water rights, lease and permit compliance, farm and ranch planning, subsistence program goals, and geographical information systems (GIS) mapping and digital data collection. Provides advice to management and tribal organizations in the development of trust natural resources and the interpretation of laws and regulations. Completes assignments involving a wide variety of resource development, identification and protection issues arising on Tribal lands; and developing natural resource policies, standards, and directives. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
