The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

Qualifications

Experience and/or Education Requirements:• Bachelor’s Degree required, with concentration in Accounting, Finance or Business Administration preferred, and a minimum of 15 years of extensive experience in a financial, accounting and/or auditing environment in the government and/or private sector.• Should have sufficiently broad experience in a senior-level capacity in a large or complex organization and proven success leading a best-in-class Finance organization in a fast-paced customer service environment. • A minimum of 10 years of progressively responsible leadership and managerial experience, in an organization of at least 50 persons, required.• Master’s Degree and Certified Public Accountant and/or Certified Government Financial Manager certifications preferred.Knowledge, Skill, and Ability and Competency Requirements:• Ability to inspire, motivate, and lead cross functional or interdisciplinary high performance teams.• Ability to effectively manage financial operations, including delegating, directing, and coordinating workload and managing personnel administration.• Broad knowledge of U.S. Generally Accepted Accounting Principles, Federal Budget Process, financial and budget policies, procedures, and processes, and federal standards, laws, rules, regulations, resolutions, and concepts affecting the financial management of the House.• Skill in providing counseling and outreach services and financial guidance to customers and stakeholders.• Ability to interpret and translate complex financial, accounting, and budgetary data and information into a useful knowledge base to educate the House community.• Strong knowledge of internal controls and financial reporting.• Ability to maintain complex financial records, analyze financial information, and prepare financial statements and reports.• Proficiency in various automated financial systems and state of the art accounting software programs (e.g., PeopleSoft Financial System).• Exceptional organizational, analytical, and troubleshooting skills with accuracy and attention to detail.• Political savvy and collaborative working style with ability to build consensus and influence.• Excellent interpersonal, consultative, presentation, and facilitation skills.• Self-motivation and ability to work independently, as well as in coordination with various teams within time constraints.• Ability to serve as a source of expert information.• Skill at managing deadline pressures and multiple challenging assignments, demands, and priorities simultaneously in a fast-paced work environment.• Willingness to take on new opportunities and openness to change.• Ability to manage highly confidential and sensitive information appropriately.• All employees within CAO are expected to demonstrate the following general competencies: Accountability, Adaptability, Collaboration, Communication, Customer Orientation, Priority Management, and Problem Resolution.• All employees in leadership positions within CAO are expected to demonstrate the following leadership competencies: Coalition Building, Decision-Making, Leading People, Results Orientation, and Strategic Planning.Security Requirements:• Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management. Must successfully complete a pre-employment drug-test.
