The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Oklahoma City VA Health Care System (OKC VAHCS) in the Supply Chain Management Service. The primary
purpose of the position is to supervise, manage, develop and initiates policies, procedures, and training programs for Fleet Services, Warehouse Operations, NX distribution and equipment tracking and replacement.
Duties
Duties include, but may not be limited to the following:
Oversees, guides, manages and integrates supply chain operations across the organization;
Plans and coordinates fiscal, acquisition, clinical and administrative operations;
Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain;
Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews;
Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities;
Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model;
Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution;
Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met;
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement,12/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisor Logistics Management Specialist. Specialized experience includes: serving as a team lead or senior specialist assisting with the direction and control of supply chain planning; integrator and/or facilitator for contact with supply chain management customers, assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises; provides administrative and technical oversight to a lower-graded specialist, makes determinations on grievances, recommends training; refine the inventory management system's capabilities to support enhanced supply/inventory tracking programs; inventory reorder points; days of stock on hand; supply/equipment usage; and for receiving shortage, purchase, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations, along with budget reporting purposes. This position requires some degree of specialized knowledge and experience of supply chain logistics support activities in areas of health care system to support optimization of logistics operations and related support functions with management information that is transparent in terms of accountability, quality assurance, asset management, requirement determination process, and their interrelationships including the financial interfacing and readiness reporting requirements.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
Work is primarily sedentary, although some slight physical effort may be required to lift or move light boxes (less than 20 pounds) of files or medical equipment or supplies.
