This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Richmond VA Medical Center (VAMC) in Richmond, VA in the Clinical Informatics Service. The position provides first line supervision and oversees the assignment of work for employees on the Clinical Data Analytics Team. The specialist serves as a core member of the local Clinical Informatics group.
Duties
DUTIES TO INCLUDE BUT NOT LIMITED TO:
Supervises a staff of Informatics employees to accomplish the work of the health informatics office.
Exercises supervisory authorities and responsibilities involving work assignments and reviews, approves, or rejects daily and long-range work requirements.
Supervises, plans, and directs overall personnel management activities.
Serves as liaison between clinical staff and technical staff and manages all administrative aspects of their programs and projects.
Develops targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely.
Develops and implements policies, procedures, and organizational tools to ensure program success.
Cultivates and maintains effective relationships with key partners and stakeholders that impact informatics from the central office level, through the facility level.
Cultivates a healthy working relationship between the Offices of Information and Technology (OIT) and Health Informatics, allowing for routine dialog to enable the sustainment and optimization of our health information technology (IT) solutions and workflows, for the benefit of all staff and Veterans.
Cultivates a healthy collaboration between enterprise and facility level clinical / biomedical engineering staff and health informatics, ensuring that patient care technology is effectively and efficiently integrated into the clinical process.
This role combines clinical, administrative, and technical knowledge that involve multiple specialized areas of a complex nature to develop, manage, maintain, and lead major health informatics initiatives and projects of a broad scope.
Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them.
Ensures clinical input in the development and management of the (VHA) business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission.
Ensures the VHA EHR and other clinical and business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers.
Evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end-user.
Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates.
·Develops educational handouts, administers computer-based learning modules and other training vehicles, and provides formal and informal in-services to facility staff on the various software packages utilized at their facility.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Analyst - Informatics.
Knowledge of the requirements of a Supervisor sufficient to ensure the team is well managed and informed on a day to day basis, and to ensure the quality and timeliness of the work products of the team.
Consults with the supervisor on potentially controversial findings, issues, and problems with widespread impact.
Applies a wide range of analytical and evaluative methods and independent judgment to identify opportunities for enhancing performance and productivity through software modifications and process improvements.
Ability to perform detailed analysis of technical information in several critical areas, as well as an unusual depth of Leadership and team skills.
Knowledge of maintenance and updating of site parameters and site-specific files as necessary ensures the proper functioning of complex interrelated and interdependent software applications.
Maintains internal personal contacts with top management, service chiefs, supervisors, application coordinators, administrative staff, and health care professionals within the facility.
Preferred Experience: Five years in Healthcare Data Analytics, team management experience, VA's CDW and SQL expertise.
The full performance level of this vacancy is GS-13.
Physical Requirements: The work will involve standing, sitting, and walking. Travel to local institutions and to other facilities within the VISN as well as VA central office may be necessary on an occasional basis. Most activities will be performed at a computer terminal.
