You will serve as a TRAINING TECHNICIAN (CONTRACTING OFFICER'S REPRESENTATIVE) in the Training Department of TRAWING FOUR.
Duties
You will monitor all Contractor Instructional Services (CIS) contractor event scheduling, operations and execution, production, reporting, and provides general contractor oversight.
You will establish and maintain a complete comprehensive Contracting Officer’s Representative (COR) File containing all pertinent documents, contracts, letters, inspections and any other relevant documentation.
You will review all contract deliverable reports for accuracy and completeness.
You will exercise direct liaison with the Contracting Officer and Maintenance support personnel regarding contractual matters.
You will represent the Contracting Officer to settle disputes between the contractor and user activities regarding contractor performance.
You will assist in developing training and train mobile device and ensure flying publication and training material availability.
You will monitor contract instruction and training quality across the full spectrum of undergraduate and advanced flight training..
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to maintain COR qualifications and certifications by performing annual/recurring COR specific training via online or in-person courses.
- You will be required to complete and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing administrative oversight by monitoring training contracts (e.g., Contractor Instructional Services (CIS), Aircrew Training Services (ATS) to ensure flight training effectiveness and contractor performance.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a master's or equivalent graduate degree in Education or a subject area related to the position to be filled; OR
- Successful completion of two full years of progressively higher level graduate education leading to a master's degree in Education or a subject area related to the position to be filled; OR

- A combination of experience and graduate education as described above that equates to one year of experience.
