THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for an ITSPEC (SYSADMIN) (Information System Security Officer (ISSO))-Title 5, Position Description Number T5240000 and is part of the WI 115 FW, Wisconsin Air National Guard.
Duties
Serves as project leader responsible for developing, assigning, and coordinating duties and projects for systems administrators.
Provides technical assistance and analysis to other IT personnel involved in system design, programming, database design, and adapting commercially available software.
Work pertains to the administration of all systems including ensuring the efficient integration between systems as well as compatibility with local area network (LAN) and wide area network (WAN) infrastructure.
Serves as the senior systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs.
Develops, documents, coordinates, updates and validates the state Continuity of Operation Plan (COOP) procedures for system disaster recovery.
Diagnose system failures to isolate source of problems between equipment, system software, and application programs.
Ensure compliance with NGB and ACC group policies and access control measures
Maintain knowledge of applicable cyber defense policies, regulations, and compliance documents specifically related to cyber defense auditing
Ensure project schedules and performance requirements are met
Coordinate with system administrator to ensure IT systems meet customer needs
Plan, execute and verify data redundancy and system recovery procedures
Attend required technical and security training
Performs other physical and personnel security duties as assigned

Qualifications
GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE: To qualify for the GS-2210-12 level, you must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Highly qualified candidate will meet position and certification requirements outlined in DoD Directive 8570.01-Manual, including current IAT Level II Certification(Must submit certificate). A candidate has knowledge of security administration and management rules, regulations, principles and concepts as they relate to physical, personnel and information security. A candidate has knowledge of DISS-Defense Information System for Security (DISS).
Education
Substitution of Education for Specialized Experience - For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
