Primary Purpose: Serves as Administrative Officer in Environmental Management Service dealing with widely diversified organizational units with varied activities on a continuing basis. Incumbent must have knowledge of all Environmental Management Service Programs, which include Environmental Sanitation Section, Environment of Care, Textile Care & Linen Distribution Operations Section, Waste Management, Recycling Operations, and Integrated Pest Management.

Duties

Duties include, but are not limited to: Assists the Environment of Care Specialist and Training Officer in Quality Assessment, systematic reviews, and resource management programs over which he/she has delegated authority. Assists the Chief, Environmental Management Service in all phases of administrative reports from gathering and verifying information. Performs administrative work in the preparation of administrative reports and surveys, such as management briefings, systematic analysis of operations etc. Program areas include personnel management, budgeting, financial management, procurement, and quality management programs. Directs, coordinates, and oversees the work of the Office of the Chief, exercises significant responsibilities in dealing with officials of other units or organizations, and advises management officials of higher authority; assures reasonable equity among units, groups, teams, projects etc. of performance standards and rating techniques and assures comparable equity in the assessment. Provides assistance for the budgeting and financial management for the organization. This includes budget formulation, justification, and execution; financial management; and financial reporting. Manages procurement and contracting for the organization. This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records. Provides and assists in the overall administrative management for the organization. This may include interpreting administrative policies, directives, developing implementing or local policies, defining administrative requirements, and/or providing advice to top management on related issues. Performs other duties as assigned. Work Schedule: 7:30am-4:00pm Monday through Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: One (1) full year of specialized experience equivalent to the GS-9 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: 1) Knowledge of planning, coordination, and execution of business functions, resources allocation and production. 2) Knowledge of various types of contracts, techniques requirements (for example Federal Acquisitions Regulations) for contracting or procurement, and contracts negotiation and administration. 3) Prepares, justifies, and/or administers the budget for program area; plans administers and monitors expenditures to ensure cost-effective support of program and policies.; assesses financial condition of an organization. 4) Empowers people by sharing and authority; develops level of leadership by pushing authority downward and outward throughout the organization; shares rewards for achievement with employees; ensure that staff are appropriately selected, utilized appraised, and developed, and that they are treated fair and equitable manner. Education: Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Possess equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. (TRANSCRIPT REQUIRED) NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will be rated on the following Competencies for this position: Administration and ManagementContracting/ProcurementFinancial ManagementHuman Resources Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
