The primary purpose of this position is to ACQUISITION PROGRAM MANAGER GS-1101-12, is to serve as an acquisition program manager in an assigned project/program within available technology and guidelines that are generally available.

Duties

Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. Plan, organize, and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Review and direct the progress of contractors in meeting program objectives. Prepare and present staff studies for presentation to the Program Director and other management officials. Ensure the maintenance of documentation of program costs, schedule adherence, contractual negotiations, and other information and supporting factors.

  • Physical Demands: Work is mostly sedentary, although there may be some walking, bending, and climbing associated with on-site inspections
  • Work Environment: Work is primarily performed in an office setting. Some work may be performed at industrial and manufacturing facilities
  • This is an acquisition coded position. Selectee must complete required certification level 2 in Program Management within 24 months of assignment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of business and industry practices, the properties and uses of the equipment/systems managed, industrial production methods and processes, and establishing and maintaining business contracts.FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within available technology. Knowledge of the activities and purpose of functional support personnel. Ability to coordinate such aspects of system acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life-cycle management. Ability to gather and analyze a variety of program information, make sound judgements concerning program progress. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
