This position is located in Acquisitions, Government Publishing Office in Washington, District of Columbia.
Duties
Oversee the development, implementation, preparation, and execution of specialized and complex multimillion-dollar federal acquisitions and procurement initiative contracts.
Review contractors' performance to ensure compliance with the terms of the contract.
Assist in the development of policies and protocols for conducting the division's work.
Prepare for and negotiate with potential contractors to obtain more technically responsive proposals.
Oversee hiring, training, evaluating performance approving leave, resolving grievances, and disciplining employees.
Requirements

Qualifications
THIS IS A DIRECT HIRE ANNOUNCEMENT. The Office of Personnel Management (OPM) Direct Hire Authority, authorized by 5 United States Code (U.S.C.), Section 3304 and 5 Code of Federal Regulations (CFR) Part 337, Subpart B. Veterans Preference and traditional rating and ranking of applicants do not apply to the Direct Hire process.
Basic Requirements:
A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
Completion of at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
1102 Qualifications PG-13 & above:
You must meet the requirements in A, B, or C below:
A. All of the following: (1) Completion of Training listed in Level I & II FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (2) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (3) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
B. Exception: If you were in a GS/PG-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or Option 3.
SPECIALIZED EXPERIENCE: In addition to the basic requirement stated above, you must have one year of specialized experience at or equivalent to work at the next lower grade level of the position to be filled.
PG-14: your resume must also demonstrate at least one year of specialized experience at or equivalent to the PG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate experience with the following:
- Reviewing and preparing solicitation documents for various types of contracts
- Negotiating with potential contractors to obtain more favorable contracts
- Ensuring contract compliance by reviewing contractors' performance
- Managing employees by planning and assigning work, setting priorities, advising employees on goals/objectives.
