The Office of International Affairs (OJA) returns fugitives to face justice, transfers sentenced persons to serve their sentences in their home countries, and obtains essential evidence for criminal investigations and prosecutions worldwide by working with domestic partners and foreign counterparts to facilitate the cooperation necessary to enforce the law, advance public safety, and achieve justice.
Duties
The Assistant Director for Management & Administration will serve as a member of OIA's core senior leadership team and will implement and provide substantial input into Office-wide strategies and initiatives. The preferred candidate for this position is an individual who has served with distinction as a high-level administrator (e.g., Director of Administration or equivalent position) and who has overseen the management and administrative functions of a fast-paced, high-volume, dynamic agency or office. The incumbent of this position will need to work well and communicate orally and in writing with Senior Executives, attorneys, support staff, attorneys, and officials at high levels of the U.S. government and foreign governments.
As the Assistant Director for Management & Administration, you will:
Serve as a senior advisor for the implementation of organizational change efforts to include OIA-internal, intra-governmental, and inter-governmental programs and projects in accordance with industry and governmental best practices.
Direct Lean Six Sigma-based process improvement efforts focused on increasing productivity, maximizing effectiveness, and eliminating inefficiencies of organizational processes.
Analyze the potential effect of new or proposed legislation, staffing levels, office automation technology, etc., and develop short and long range plans to ensure that office operations are conducted effectively and efficiently.
Provide advice and counsel to the Director and Deputy Directors in managing and leading all aspects of the organization's human capital strategy and hiring efforts.
Establish and lead all data analytics efforts to produce strategic and tactical performance metrics tools aimed at informing senior leadership's decision making and supporting staff workload management.
Supervise the OIA Docketing Unit, which is responsible for receiving, opening, assigning, adding evidentiary documents to, closing, and mailing all paper and electronic files and records related to the organization's mission.
Direct and oversee the preparation of all materials relating to the organization's overall programmatic and administrative budgets, resource allocations, and contract/task order management in accordance with the Criminal Division's Office of Administration's (CRM-ADM) policies and the needs of the organization.
Maintain active liaison with CRM-ADM senior officials regarding human resources, human capital, resources and evaluation, information technology, facilities, security, records management, procurement and finance.
Mentor, develop, and train a cadre of first line supervisors, analysts, administrative support, and Docketing Unit personnel to inspire confidence, establish high standards of performance and integrity, and build comradery amongst the Management & Administration Team.
Draft and revise talking points for senior leadership, as well as Division and Department leadership, as needed.
Represent OIA in Division or Department-wide initiatives, as assigned, including those with the General Accounting Office, the Inspector General, and Congressional oversight.
Manage and direct a full complement of real property management operations for the organization, to include safety and accessibility requirements.

Qualifications
To qualify for the GS-15, you must have at least one year of specialized experience at, or equivalent to, the GS-14 Federal grade level. Examples of specialized experience include: evaluating and updating administrative processes of an organization; finding solutions and setting up systems to deal with business processes needing improvement; overseeing and participating in human resources activities to include: position management, recruitment, payroll, and employee development; participating in a wide range of duties to support the budget administration of an office; and overseeing or participating in contract administration for an office.
