The incumbent of this position is subject to random drug screening and updated background investigations every five years.***

Duties

This position is located in the Department of Program Services (DPS), Probation and Pretrial Services Office (PPSO), Program Services Branch of the Program Oversight and Support Division and will report to the Division Chief. The Branch Chief is responsible for leadership and oversight of staff working in the Program Services Branch. Program Services Branch staff are responsible for the development of national policies and procedures, and program support for the following areas: pretrial services, sex offense management, cybercrime management, location monitoring, violent extremism, WITSEC, treatment services, reentry, and the Second Chance Act. PPSO seeks a highly organized, self motivated professional to lead and develop staff within the Program Services Branch. The incumbent will have influence in developing a future vision for national policies and procedures across several specialized programs and be responsible for helping to facilitate systemwide initiatives, to include the adoption of evidence-based practices and implementation. The ideal candidate must communicate effectively, both orally and in writing, have the ability to analyze information and work collaboratively with internal and external stakeholders to problem-solve and establish solutions. The duties of this position include, but are not limited to: Providing leadership, vision, and information to branch staff, senior managers in the AO and the courts to further the probation and pretrial services system's mission and goals, and to further the Criminal Law Committee's directive to become an outcome-based system. Establishing and managing both short-and long-term goals for the branch and integrating work within broader office priorities and strategic planning, to include coordination with staff in other areas. Conducting research, analyzing data, monitoring trends, and making recommendations for improvement of national programs based on evidence-informed practices and implementation science. Providing administrative oversight and assessment of policies and procedures to ensure their continued effectiveness. Assessing needs and programs, both internally and externally, and researching and monitoring developments in federal, state, local and private sector programs. Directing, planning, and organizing the branch's day to day work, setting priorities, and measuring effectiveness. Providing technical and administrative guidance, as well as coaching, mentoring and professional development for employees. Performing all facets of staff supervision, including assigning and reviewing the work of subordinates and completing a full range of personnel actions, including training; performance appraisals; and making recommendations for within-band increases, promotions, awards, and adverse actions; and maintaining oversight of time and attendance and performing other such administrative functions. Identifying breakthroughs in community corrections and facilitating their testing for consideration for use in the federal probation and pretrial services system. Developing and managing improvement initiatives to facilitate and promote evidence-informed practices for the system. Working in concert with the courts, advisory groups, and working groups to develop guidance consistent with statutory requirements and evidence-based practices that lead to improved outcomes in presentence investigations, pretrial services, and post-conviction supervision. Providing staff work for the Judicial Conference Committee on Criminal Law and serving as the court contact for probation and pretrial services on specific issues.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing leadership and administrative oversight of staff; developing national policies and procedures; and conducting research, analyzing data, and monitoring trends for improvement of national programs.

Education

The basic qualifications can be met in one of three ways:
  1. Degree in behavioral or social science, or related disciplines appropriate to the position.
  2. Combination of education and experience that provides the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
  3. Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
