The primary purpose of this position is to plan, manage, coordinate, advise, execute, and train on matters pertaining to protocol for a tenant wing. To serve as event planner for visits by distinguished visitors and groups for events such as special purpose meetings and conferences, awards presentations and various ceremonies.

Duties

Provide policy and procedural guidance for the Commander, Deputy Commander, Director of Staff, and other applicable personnel concerning proper protocol requirements for visiting dignitaries, military ceremonies conferences, official meetings, briefings, social functions, and special projects. Serve as protocol advisor to the 23d Wing Commander, staff, and functional installation-level points of contact. Custodian for Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) Funds for events/activities for host and associate AF units. Prepare and update presentations, protocol briefings/reports, correspondence and performs special projects.

  • Required to work an uncommon tour of duty and frequently scheduled and unscheduled overtime. Work after normal business hours is expected and should be anticipated.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work requires the employee to drive a motor vehicle. An appropriate valid driver’s license and maintain an airfield driver’s license is required for the position.
  • This is a Mission Essential (ME) position. Personnel may be required to report for duty when the base is closed or delayed reporting and remain on duty during phased or early release.
  • Employee must possess the ability to perform moderate physical activity involving lifting, brisk walking, and standing for long periods of time.
  • Will be required to carry a phone or radio during on and off-duty hours.
  • Employee must be able to attend a two-week Protocol fundamentals training course at Maxwell AFB, AL
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • The employee must be able to distinguish between shades of color.
  • A pre-employment physical examination will be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: (1) knowledge and skill in applying analytical and evaluative planning methods, procedures, and techniques to conventional issues concerning the efficiency and effectiveness of protocol operations. (2) knowledge of the organization, programs, mission, and functions of the assigned organization and agency in order to plan, schedule, and coordinate protocol responsibilities.; and (3) knowledge of proper protocol courtesies to bestow on visitors primarily from within the Department of Defense and commonly found throughout the agency. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education that meets the qualifications for this position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of, and ability to successfully apply military protocol, etiquette manuals and guides, USAF and Command policies, regulations, agency policy, practices and procedures to organize and oversee protocol events. Knowledge of, and ability to successfully apply standard protocol courtesies to be accorded to distinguished visitors primarily from the United States and within the Department of Defense. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds and Operations and Maintenance Funds (O&M) and skill in applying basic resource, budget and funds management. Knowledge of organizational components and functions located throughout the agency. Ability to independently plan individual workload to meet deadlines and coordinate event support requirements with a variety of organizations and use various office automation software such as Word, Excel, and PowerPoint. Ability to communicate clearly and effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
