The primary purpose of this position is to serve as advisor to installation leadership with respect to community initiatives, development and engagements that impact the mission of the 23d Wing and Moody Air Force Base (AFB).
Duties
Plans, organizes, and manages the activities of the 23 WG Installation Mission Sustainment Program. Develops and maintains strategic partnerships with Government and Public agencies that enhance and streamline mission readiness and effectiveness. Proactively manages the risk of hazards and thereby protects current missions, prepares for future missions, and ensures the sustainability of all mission related operating areas.
Plans, organizes, and coordinates the activities of Community Initiatives Teams and the Air Force Community Partnership Program, ensuring support complies with legal and regulatory requirements, and meets customer(s)' needs. Leverages private partnership expertise to support ongoing operations and future planning efforts that support MAFB and the extended community as a whole.
Represents the Air Force with a variety of functional area organizations on behalf of Moody Air Force Base. Maintains constant awareness of problems/issues potentially impeding the mission or impacting community partnership activities. Investigates problem areas and implements definitive corrective/preventative actions. Responsible for issues involving the long-term mission viability of the Air Force flying missions as it pertains to surrounding communities, counties, the state of Georgia and its congressional delegates.
Directs preparation of staff review of community partnerships and encroachment issues. Prepares or directs preparation of background data and maps for use by supervisor for non-DoD planning forums with the local communities, and federal agencies, as well as internal wing planning forums (e.g. Facilities Board, Installation Mission Sustainment Team, etc.) to include mission space (airspace) and land use.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and experience in urban planning to include managing/creating urban installation development plans and evaluating development proposals, requiring generation or refinement of solutions/recommendations to complex problems; projecting development trends and future needs; and extending existing approaches for integrating community and mission requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge in urban and comprehensive planning to include developing and analyzing master plans and evaluating future proposals.
2. In-depth knowledge of and experience with the laws, regulations and processes pertaining to encroachment and urban planning issues.
3. Knowledge of Air Force organizations and their respective missions, operations, and training requirements, and the ability to relate Air Force organizational needs and mission requirements to land use planning principles.
4. Skill in providing staff advisory, planning, and review services and make recommendations on specific problems concerning compatible development that affect mission effectiveness.
5. Ability to guide interdisciplinary and interagency teams and groups and the public with varying urban planning, scientific, political, cultural, and economic perspectives to develop critical agreements, plans and guidance for activities beneficial to both the wing, installation, and surrounding community.
6. Ability to effectively communicate both orally and in writing with officials at various levels of city, state, federal and tribal governments, non-governmental organizations, the media, and the public at large. Ability to apply a wide variety of analytical and evaluative methods and techniques to develop syntheses on specific problems concerning Moody AFB, Grand Bay Range, and Avon Park, FL.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
