The primary purpose of this position GS-0856-9 Target 12 is to perform technical engineering troubleshooting,reviews, and evaluations in support of electronic commodity production facilities, the purpose ofwhich is to evaluate and improve the efficiency, effectiveness, and productivity of maintenance squadrons within the Air Force.
Duties
Interpret requirements, define procedures, and validate methods for planning, delivery, and execution of unique processes to meet production requirements using a broad range of concepts, practices, regulations, policies, and precedents.
Use practical knowledge and technical skills in applying electronic methods, techniques, procedures, and polices to design, construct, and test one-of-a-kind electronic equipment needed for test and verification of aerospace units and assets.
Serve as a technical consultant to resolve complex problems which are beyond the scope and knowledge of the production shop mechanics and technicians.
Serves as the principle technical contact with engineering, systems program office, and contractor representatives and coordinates, as required, to resolve technical problems and issues.
Perform source selection duties assisting Senior Engineers in drafting Performance Work Statements and Statements of Work.

Qualifications
Experience requirements are described in the Office of Personnel Management Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements for the GS-0856, Electronics Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree in electrical engineering, electronics engineering, or electronics technology. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of 1 full year of graduate level education in electrical engineering, electronics engineering, or electronics technology and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
GS-11
SPECIALIZED EXPERIENCE Applicants must have at least 1 year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree.

Examples of specialized experience includes: knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. functions.
FEDERAL TIME-IN-GRADE REQUIREMENT FOR GENERAL SCHEDULE POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. 1 year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level, etc for higher grades. The primary purpose of this position is to provide technical support to several Production organizations within the organization. As such, thorough knowledge and understanding of electronics engineering principles and practices is required.
This position serves as the technical point of contact on government contracts for electronics test stands and contract support. This position requires a comprehensive knowledge and understanding of government contracting principles.
This position partners with contract personnel in support of multi-year equipment sustainment contracts. This requires a high degree of understanding of complex electronics test stand applications, approaches, and software and hardware
configurations.
This position requires the ability to read and interpret electronics drawings and schematics as well as hardware configuration drawings.
This position requires the ability to troubleshoot electronic test stands utilizing a broad variety of test equipment including digital multimeters, oscilloscopes, waveform analyzers, function generators and field-programmable gate arrays.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: The work is a mix of sedentary and some physical exertion. Some work may require periods of walking, standing, bending, climbing, or driving a motor vehicle and work may be conducted in nighttime or industrial areas. Incumbent may carry light items such as books, instruments, and other similar materials not exceeding 25 pounds without human or mechanical
assistance. Work may also include occasional soldering requirement. Climbing is limited to building stairs or step stools to access the top of ATE. Personal Protective Equipment (PPE) is required for items such as, but not limited to soldering, exposure to Liquid Nitrogen (for environmental testing) and hearing protection for certain operational environments. Work is conducted in a cubicle environment, lab environment, and in production areas that could involve long periods of standing.
WORK ENVIRONMENT: The work environment involves everyday risks or discomforts requiring normal safety precautions typical of such places as offices, meeting and training rooms, libraries, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work may also involve exposure to
