The incumbent will work in the Education Division, acting as an instructor for a variety of courses and as Scholarship Coordinator for Staff Education. The incumbent must possess knowledge of the Veterans Health Administration (VHA) and VA Portland Healthcare System (VAPORHCS) policies, regulations, organizational processes and procedure related to national and local scholarship opportunities. and must collaborate with external community academic partners.

Duties

Major duties include but is not limited to: Administers and managers several employee Scholarship Programs Serves as the scholarship coordinator, advocate and liaison for all Scholarship Program Activities Develops, manages, coordinates and maintains scholarship policies, procedures and operations to assure appropriate disbursement and fiscal accountability Manages and maintains the VAPORHCS Tuition Support Program, College Support Program and VHA Health Talent Management Programs Maintains working relationships with scholarship recipients and monitor academic activity from the onset of scholarship application process, to award through recipient graduation Oversees timelines for advertising and accepting award/scholarship nominations/applications Manages all administrative processes for the program Communicates with the Designated Learning Officer; Education Division Director for the coordination of Fiscal, Budget and Strategic Planning and performance measures for the Scholarship Programs Provides budget and financial management for the Scholarship Program; develops data in support of budgetary requirements Assists in determining award amounts for scholarships based on annual funding and calculating payback amounts Responsible for the day to day management, oversight, reporting of Scholarship budgets Tracks course completion data on each scholarship recipient and advising students of potential and actual breach of contracts Develops program databases and statistical reports to monitor and evaluate quality elements for performance, efficiency and effectiveness of the Scholarship programs Leads the execution an application of ongoing analysis and decisions regarding program efficiency, systems redesigns and processes, data collection and analysis and presents reports and program recommendations Coordinates preparation and submission of recurring reports Maintains the section/departments historical and projected workload data relating to all Scholarships Establishes and maintains systems to ensure the workload is properly captured Identifies inefficiencies and opportunities to implement improvements Chairs the interdisciplinary Scholarship Selection Workgroup Acts a scholarship ambassador for banding and outreach Develops and conducts presentations Acts as an instructor for a variety of course in a program of instruction in the Education Division Assists in establishing internal training products, developing or obtaining travel aids, methods, plans and selecting pertinent government and non-government training resources Work Schedule: Monday - Friday, 7:30 am - 4:00 pm Telework: Telework may be authorized at the managers discretion. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 12/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must meet the Individual Occupational Requirement AND the Specialized experience at the GS-09 grade level. Transcripts are required and/or the experience must be clearly outlined in your resume. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements (IOR): To qualify for this position applicants must satisfy the IOR requirement AND the specialized experience for the GS-09 grade level. The IOR for this Occupation is: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. Transcript Required OR Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Experience must clearly be outlined in your resume. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a scholarship program; implementing policies and procedures to improve delivery systems; managing administrative processes for a program - tracking, statistics, record keeping, reports and fiscal management; prepares and delivers presentations; acts as an instructor in a variety of courses. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Transcript Required. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate education (18 credit hours). The first year of graduate study is not qualifying for GS-09. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical demands above average ability, dexterity or strength are required to perform the work; however ability to use a computer effectively is mandatory. Work is sedentary and the employee may sit comfortably. Work requires strong oral and written communication skills, requiring average speech, hearing and vision.
