Primary responsibility of this position is to provide education and training support to Staff as a staff educator. The incumbent is expected to provide training on a variety of non-clinical subjects to staff across disciplines and in all work areas of the facility. The incumbent will perform administrative duties along with providing expertise in development and management of technology based education programs.
Duties
Major duties include, but are not limited to:
Plans, develops, promotes, and implements educational programs and projects by stimulating activity and providing direction.
Designs a program for the area of assignment by analyzing the need for personnel, facilities, supplies, and materials, prepares budget requests, stimulates the appropriation of fiscal support, prepares a program plan, and provides ongoing advice and assistance in the program's implementation.
Provides advice and assistance in the implementation of educational programs/ projects, which are of moderate complexity, covering
one or more specific areas within an educational program.
Participates in agency operational or planning meetings, public briefings, or other formal or informal settings where the incumbent
publicizes educational program accomplishments and solicits resources or other forms of support and cooperation necessary to ensure program success.
Assists with the development of strategies for effective communication of program information.
Independently performs work involving liaison with policy-level officials within the agency to ensure that the Department views and interests are promoted with respect to current and emerging policy issues.
Applies expert knowledge of educational principles, methods, and thinking to solve critical problems in instructional design to meet deadlines and handle diverse tasks simultaneously, to include prioritization and coordination of resources for applicability to projects.
Ensures consistency of format and content across the system.
Arranges for subject matter expert speakers to address Health Care System.
Coordinates educational program/project activities such as, meetings, conferences, information gathering and negotiations and/or promotes those programs/projects through participation in VA Portland Health Care System's operational or planning meetings or similar activities, where the incumbent publicizes educational program accomplishments and solicits support and cooperation as necessary to ensure program success.
The incumbent will study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Determines minimum standards of adequacy and legal and regulatory compliance requirements.
Establishes program/project goals and objectives and identifies results indicative of successful program accomplishments.
Independently establishes acceptable criteria to judge program/project effectiveness and plans for accomplishing evaluation of criteria.
Provides technical assistance, consultation and guidance to national, state, and/or local agencies, organizations, research entities, or field staff regarding the development, extension and improvement of education studies, programs, systems, strategies, and services.
Provides advice and assistance in the resolution of difficult program management and administrative operational problems and/or
issues that include significant controversies or barriers to program delivery and application.
Develops new or revises policies covering educational programs, activities, or functions for which VA Portland Health Care System has responsibility.
Analyzes legislation and develops major portions of Educational Division policies.
Analyzes Facility, VISN and National level policies and develops modifications and/or recommendations for changes to policies for moderately complex programs, as needed, where problems can normally be solved by application of established education methods and practices.
Analyzes new or proposed polices concerning education programs and issues to assure compliance with regulations and compatibility with the VA Portland Health Care System mission and responsibilities.

Qualifications
To qualify for this position, applicants must meet meet time-in-grade, individual occupational requirements and specialized experience requirements within 30 days of the closing date of announcement, 12/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Education
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR,
Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in difficult and complex assignments that calls for extended professional experience or graduate study; applies professional knowledge and skills in evaluating the soundness of project proposals, providing technical assistance on techniques and methodology, assessing project performance, and negotiating major changes in project plans; professional education, providing technical assistance to State and local education agencies and post-secondary institutions in the development of product proposals for innovative education programs; arranging and making site visits to monitor and evaluate projects, and work with employees in improving the methodology and conduct of the projects. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree or, a LL.M., if related. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: If you are qualifying on education, transcripts are required. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed post-high school education and experience may be used to meet total qualification requirements. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to interviews, meetings, and sources of information.
