This position is in the Health Professions Education Office (HPEO) and supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans.

Duties

Disbursement Agreement Administration (50%) VHA Directive 1400.05, DAs for HPTs Appointed Under 38 USC §7406, establishes the role of Disbursement Coordinator and provides the policy for the use of DA with academic affiliates. DAs are used as an alternate payroll mechanism for VA to pay a proportionate share of salaries and fringe benefits to the affiliate for HPTs appointed to VA facilities. Reimbursement for educational activity for VA-assigned HPTs is only permissible according to the procedures outlined in the OAA Standard Operating Procedures (SOPs) for Administration of DAs. The disbursement coordinator role decreases enterprise risk by mitigating inconsistent and inaccurate disbursement processes. The position serves as the disbursement coordinator and is responsible for communicating, establishing processes and ensuring compliance with directive 1400.05 and related SOPs. Administers the tasks and procedures required between the VA and the affiliate including establishing DAs, tracking the time the HPTs spend at the VA (clinical and educational time, leave, research and scholarly activities, didactics, etc.), verifying valid affiliation agreements, rate and stipend schedules, processing transactions through VA financial systems, and reconciliation of educational activity records (EARs) with OAA fiscal, individual clinical services and the affiliate. The position evaluates programs and processes for discrepancies to determine efficient and compliant HPE program operations and use of OAA resources. The position utilizes knowledge and experience in health care delivery systems to oversee and manage disbursement procedures and processes. HPE Program Analysis (50%) The position informs and advises HPE management and the OAA program office directly in analyzing and evaluating programs and leading complex processes across HPE programs and affiliates. Utilizes detailed knowledge of clinical academic policies and procedures [VHA 1400 series] and health care delivery systems to gather, assess, compile, synthesize and present information and advice in support of HPE programs and VA's academic mission. The work contributes to efficient HPE operations and program management, development of new initiatives, strategic communications, assessment of the clinical learning environment, information management and data validation. Contributes to effective management and growth of local programs and affiliates to attract HPTs with the goal of eventual recruitment into VHA clinical provider positions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2023. Health System Specialist, GS-11 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Knowledge of health care operations principles and practices. Ability, experience, and knowledge to communicate clearly, logically, and concisely. Ability to apply knowledge to troubleshoot issues, analyze problems, make recommendations, enact process change . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Education must be related to the position and must demonstrate the knowledge, sills, and abilities necessary to do the work. NOTE: Transcripts must be submitted with your application materials. Occasional travel to the VISN office, other VAMCs, and the academic affiliate may be required.
