The primary purpose of this position is to serve as the installation focal point for all traffic management related issues to include but not limited to personal property shipments, passenger travel, and contract quality assurance. Works with personnel to address entitlement issues and assist in planning and scheduling overseas and stateside transportation requirements.

Duties

Coordinates and ensures proper implementation of traffic management programs, policies, procedures, transportation management systems and techniques incident to the preparation and movement of personal property. Interviews and assists personnel in planning and organizing passenger and personal property moves with the Traffic Management Office. Counsel travelers on required documentation, most appropriate economical and advantageous routes, and fares consistent with travel requirements and efficient transportation practices. Briefs overseas travelers on customs, immigration, and immunization requirements, applicable to their destination. Observes, documents, and evaluates carrier and contractor performance. Inspects contractor's performance at owner's residence and a warehouse during packing, crating, loading, shipping, unloading, uncrating, and unpacking. Serves as Quality Assurance Evaluator providing quality control monitoring services to ensure that the Commercial Ticket Office contractor is in compliance with contract terms. Performs other clerical and administrative tasks as assigned in support of the organization.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM),Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-06 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of a Transportation Assistant (Personal Property). Specialized experience is experience gained while preparing and processing a full range of travel situations, assisting, and resolving operating problems and providing counseling services to authorized personnel regarding their entitlements for shipment and passenger travel. OR EDUCATION: Successful completion of one full year of graduate education in a field related to the position being filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of the full range of traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation, commercial carrier operations, unauthorized items, and related areas such as storage, preparation, packaging, packing and US and foreign customs import/export requirements as these involve air, motor, and water movements. 2. Knowledge of quality assurance and inspection principles, practices, procedures, sampling techniques and policy. 3. Knowledge of standard contracting, safety and security regulations, practices, and procedures. 4. Ability to communicate effectively both orally and in writing, plan and organize work and maintain good working relationships. 5. Skill in using interrelated computer systems, such as, spreadsheets, databases, and word processing; planning, organizing, and managing complex issues to evaluate options, make appropriate decisions and present facts. 6. Ability to respond to a range of questions from agencies, activity personnel, customers, commercial carriers and/or others regarding shipment and storage of personal property. PHYSICAL DEMANDS: The work may require some physical effort such as standing, walking, bending, or sitting and driving a general-purpose vehicle to and from inspection location within the AOR. There are no special physical demands. WORK ENVIRONMENT: The employee can work in an office setting and or have periods within the workday spent operating general purpose vehicle conducting quality control residential and warehouse inspections. Work while primarily in an office setting, involves everyday risks or discomforts and would also include risks associate with driving a general-purpose vehicle and walking through sites or locations engaged in the business of processing personal property shipments. Normal safety precautions are adequate. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
