The primary purpose of this position is to serve as the installation focal point for all traffic management related issues to include but not limited to personal property shipments, passenger travel, and contract quality assurance. Duties

The National Defense Authorization Act for FY2020 approved a new, independent Space Force in the Department of the Air Force. The U.S. Space Force is a military service that organizes, trains & equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force. This new military branch is taking shape and recruiting! Personal property program administration. Interviews and assists Department of Defense personnel in planning and organizing passenger and personal property moves with the Traffic Management Office. Passenger movement program administration. Administers personal property inspection program. Observes, documents, and evaluates carrier and contractor performance. Serves as Quality Assurance Evaluator (QAE) providing quality control monitoring services to ensure that the Commercial Ticket Office contractor is in compliance with contract terms. Performs other clerical and administrative tasks as assigned in support of the organization.

  • May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, holidays, etc. This may require some physical labor to include lifting.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft, sometimes on short notice.
  • Work will require employee to drive a general purpose motor vehicle. An appropriate, valid driver’s license is required.
  • May be required to participate in contingency situations, real world and exercise, as directed to include working occasionally in Unit Control Center operations.
  • Transportation Clerk and Assistant Series 2102 use the Group Coverage Qualification Standard for Clerical and Administrative Support Positions. Clerical and (cont'd)

  • Must be able to obtain and maintain a Secret Security Clearance.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (cont'd)

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Transportation Clerk and Assistant Series, 2102. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of industry practices and procedures. Knowledge of established regulations, requirements, techniques, policies, laws and operations related to a transportation functional program to include those concerning Department of Defense (DoD) transportation systems and commercial carrier operations and related areas such as storage, preparation, packaging, packing and United States (US) and foreign customers import/export requirements as these involve air, motor, and water movements. Comprehensive knowledge of transportation regulations is used to analyze and resolve problems of a procedural or factual nature. Knowledge of transportation requirements of the organization is used to resolve problems associated with the movement of their personal property and develop a real transit time base for use in planning shipments. Knowledge of safety and security regulations, practices and procedures. Knowledge of automated transportation systems to reconcile errors that require an understanding of nonstandard transportation procedures or provide subject-matter assistance in the development of automated transportation procedures for clerical operations. Knowledge of an extensive body of transportation rules, procedures, or operations governing entitlements and documentation requirements for domestic or foreign travel to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems pertaining to official government travel. Knowledge of extensive and diverse regulations governing a wide variety of types of passenger travel to make arrangements, provide advice, or perform other work that requires authoritative procedural knowledge of various different travel policies or laws. Knowledge of transportation instructions and regulations that relate to the movement of personnel using a wide range of different methods of travel. Knowledge of quality assurance procedures to oversee the government official contractor and to develop the Quality Assurance Surveillance Plan and ensure all statement of work items are provided as required by the contract. Knowledge of transportation instructions and regulations that relate to quality control of a commercial travel office contract. Thorough knowledge of passenger air tariffs, rates, routes, and Air Force directives governing official travel of DoD personnel is used to obtain reservations for domestic and foreign travel by military and/or commercial air or surface travel. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of traffic management principles, policies, practices, laws, regulations, techniques and operations to include those concerning economics of transportation, commercial carrier operations, unauthorized items and related areas such as storage, preparation, packaging, packing and United States (US) and foreign customs import/export requirements as these involve air, motor, and water movements. Knowledge of quality assurance and inspection principles, practices, procedures, sampling techniques and policy. Knowledge of standard contracting regulations, practices and procedures. Knowledge of safety and security regulations, practices, and procedures. Ability to communicate effectively both orally and in writing, plan and organize work and maintain good working relationships. Skill in using interrelated computer systems, such as, spreadsheets, databases and word processing; planning, organizing and managing complex issues to evaluate options, make appropriate decisions and present facts. Ability to respond to a range of questions from government agencies, activity personnel, customers, commercial carriers and/or others regarding shipment and storage of personal property. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
