This position is located within the Health Administration Service (HAS) of the ECHCS Catchment area and is a trainer within HAS. Incumbent develops and implements training, programming for medical center employees' including, but not limited to, VistA, CPRS, ES, etc. and other training for employees at the medical center.
Duties
Major duties include but not limited to:
Plans, develops, evaluates, and present the unit's education program.
Develops, designs, and implements training materials, course methods, and training aids for new and existing clerical, administrative, and clinical employees.
Designs and/or collects curriculum materials for presentations; ensures appropriateness for audience and setting.
Understanding about the competency-based orientation and validation program and activities.
Adheres to procedures, policies, methods, and principles involved in teaching including methods of motivating and encouraging participation.
Utilizes a variety of teaching methods to reach various learning styles, including hands-on learning.
Responsible for IT security and confidentiality to data, systems, network, and accessibility.
Utilizes a variety of learning tools and technologies for instruction implementation.
Technical knowledge of scheduling, medical software, and general automation equipment for presentation preparation.
Utilizes written and spoken communication with a variety of audiences; skill in oral presentation.
Evaluates training program and outcomes and implements changes based on evaluations.
Evaluates current training material and adapts as needed per target audience and setting.
Initiates educational programming which is responsive to changes in the policy/procedures/technology, and promotes the mission, vision, and values of the organization.
Research reference materials and education programs.
Performs others duties assigned
Work Schedule: Monday - Friday 7:30 am to 4:00 pm MST
AD-Hoc: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirements:
Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
or
Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to the Individual Occupation Requirement, you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the bachelor's level as well as specialized experience when combined equals 1 year of experience at the next lower grade level.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. The position requires frequent travel to all divisions and CBOCs by government vehicle.
