The position is in the Organization Development and Education service of VA Eastern Colorado Health Care System (VA ECHCS). The incumbent is system administrator for the Learning Management System (TMS) and training specialist for multiple educational programs. The Incumbent manages TMS, a national program for all educational programs, and manages the method by which all employees' training will be recorded and tracked. Incumbent supports educational programs of both soft and technical skills.
Duties
Major duties include, but are not limited to:
Performs a variety of assignments in support of training program development to include e-learning, data extraction and analysis, system maintenance, reporting, instruction, and course module design.
Serves as the Domain Manager, Learning Manager, Item Manager, Help Desk Manager, and other roles for VA Eastern Colorado Health Care System.
Serves as Point of Contact (POC) and advocate for Talent Management System (TMS).
Designs reports as required for individuals, Service Chiefs, Medical Center Director, and VISN staff as directed.
Links education curriculum with medical center mission and strategic directives.
Ensures education requirements at facility are included in Talent Management System set up and management.
Creates assignments of appropriate training to local users, using assignment profiles.
Delivers briefings regarding the Talent Management System as required to managers, supervisors, and other leaders.
Verifies database information in the Talent Management System.
Trains or ensures local Talent Management System administrators, instructors, employees, staff, and supervisors are trained on Talent Management Systems interface.
Works with the National Talent Management Systems Team through conference calls and e-mail.
Assigns mandatory training to staff or assures that assignments were made from the Veterans Integrated Service Network (VISN) or VA Central Office (VACO) levels.
Provides technical support for Talent Management System.
Coordinates with Office of Information and Technology (OI&T) and Automated Data Processing Applications Coordinators (ADPAC) to troubleshoot issues regarding Talent Management System and online training.
Troubleshoots issues regarding the Talent Management System and online training.
Modifies presentation software (PowerPoint) presentations, word processing (Microsoft Word) documents, and quizzes for online courses to meet Veterans Integrated Service Network (VISN) 19 and I CARE (Integrity, Commitment, Advocacy, Respect, and Excellence) standards, and creates links to the Talent Management System.
Reviews online courses for updating with appropriate Subject Matter Experts.
Advises and assists in the development of course objectives, scope of content and the criteria for evaluation for computer-based training.
Assesses staff learning needs through observation, interviews, surveys, job analysis, etcetera.
Provides Automated Data Processing Applications Coordinators (ADPAC) duties for Knowledge Management.
Maintains Knowledge Management SharePoint.
Assists Services with creating presentations for training, as well as in-service training, continuing education, and other classes.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 6:00am to 6:00pm (Variable)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled OR,
Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Provides administrative duties for learning management system, such as verifying database information, monitoring external events entered in system, testing new functionality, evaluating changes, providing training to others, validating and managing accounts, creating new accounts, changing or resetting passwords, and troubleshooting issues with system;
Reviews online education or training courses for updating with appropriate Subject Matter Experts.
Reviews and interprets policies and procedures to determine mandatory training requirements;
Supporting the creation of online courses, assessments, and assignment profiles in learning management system;
Meets the needs of customer while supporting VA mission OR,
Substitution of Education for Experience for GS-09 (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR,
Combination of Education and Experience for GS-09 (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. Only education in excess of the amount required for the next lower grade level may be used to qualify applicants (GS-07 full year of graduate level education or superior academic achievement).

Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work.
