The Central Iowa VA is hiring for a RN assigned to the Virtual Mobile Clinic (VMC). The RN in this role serves as a Mobile Telehealth Registered Nurse to provide the following services not limited to: Primary Care, Mental Health, Specialty Care, Surgical Service, Community Immunizations, Eligibility, Pharmacy, Therapy services, and labs associated with each visit conducted in rural and highly rural communities within the Central Iowa catchment.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. The Virtual Mobile Clinic (VMC) Nurse in this role serves as a Mobile Telehealth Registered Nurse to provide the following services not limited to: Primary Care (PD), Mental Health (MH), Specialty Care, Surgical Service, Community Immunizations (such as Flu & COVID Vaccinations), Eligibility, Pharmacy, Therapy services (PT/OT), and labs associated with each visit conducted in rural and highly rural communities within the Central Iowa catchment. During slow periods, the VMC Nurse is expected to assist with the Home Telehealth program to ensure a consistent workload is assigned in cases of pandemic status and/or lacking mobile unit appointments which could effect the ability for the VMC Nurse to deliver care in community areas. Major duties include, but are not limited to: Adhere to the nursing process and evidence based practices to collaborate care using virtual care modalities in accordance to National, VISN, and Local policy. Plays a pivotal role in building relationships with community partners who would benefit from the services provided and leads the identification of specific community partners and obtains verbal approval from the identified community partner and Nurse Manager to proceed with site visits. Functions as the spokesperson/representation for the Central Iowa VA regarding all Virtual Health programs, technology, and VA loaned devices. Responsible to orchestrate and travel to outlying/rural communities in Iowa and to the Community Based Outpatient Clinics (CBOCs) as needed. Responsible to collaborate with Nursing Informatics to create processes regarding the identification of rural and highly rural areas that would benefit from the Virtual Mobile Unit services. Forecasts needs based on trends in the VA and in the community and includes Nursing Informatics to extract data for trending and reporting return on investment. Collaborates with the Pharmacy department to ensure proper medication administration and pertinent documentation. Works closely with the Lab department to arrange for appropriate lab collection, storage, and delivery per local protocol. Other departments requiring involvement as appropriate include but are not limited to: Infection Control, MDRO Coordinator, Patient Safety Coordinator, Environmental Services, OI&T, Bio Med, and Grounds and Transportation. Reports directly to the Virtual Health Nurse Manager and collaborates with the Facility Virtual Health Coordinator regarding Virtual Health service implementation and maintenance. Expected to function as a certified Clinical Video, Store and Forward, and Home Telehealth clinician/Care Coordinator. As the subject matter expert, the VMC Nurse is responsible to assist Veterans to cross the digital divide by orchestrating appointments between their VA healthcare provider in a secure and private Virtual Medical room or offering services which provide asynchronous care and the use of applications that Veterans may install on their personal or VA-issued devices. Work Schedule: Monday - Friday, Shifts between 6:00am - 5:00pm/Various/Rotating 4 x 10 hour shifts/40 Hours Weekly Telework: Not Available. Virtual: This is not a virtual position. Permanent Change of Station (PCS): Not Authorized. Financial Disclosure Report: Not Required.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: BSN 3-5 Years Nursing Experience Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
