The VISN Chief Mental Health Officer managerial duties and responsibilities requires active engagement at the senior management level, and involve significant and final recommendations/decisions, which have a direct and substantial impact on the delivery of mental health services throughout VISN 23, its facilities, and community partners. The work product directly affects VHA's implementation of its mental health initiatives.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. Major Duties include but are not limited to: Key member in the senior executive leadership team of the organization, involved in strategic planning, organizational assessment, and program development Overall responsibility and authority for planning, organizing, coordinating, reviewing, evaluating, and improving the operations of VISN 23 mental health services. Contributes to the VA and the Network's strategic objectives by developing, implementing, and coordinating programs, in addition to working with and through mental health leaders and health care system management at all VISN 23 sites. Leads the organization toward achieving stated VISN/VHA program goals, in support of the VHA Mental Health Strategic Plan and in concert with VHA and VISN 23 Strategic and Performance Measurement plans. Champions a High Reliability Organization with a culture of safety founded on a systems approach to developing health care solutions based on prevention. Work towards improving access and capacity by filling gaps in mental health clinical services as well as elevate all mental health services to state of the art practices based on evidence-based knowledge and research. Responsible for the development, coordination, review and evaluation of VISN-wide mental health programs, policies and procedures and the authority to ensure implementation, as well as to maintain and improve the operations of network mental health services. Responsible for the implementation of various handbooks and directives. Oversight for the implementation of mental health services and mental health hiring initiatives, as well as annual budgetary requests and tracking, and submission of grants and proposals for Mental Health funding. Applies knowledge of state of the art, evidence-based practice of mental health treatments and organized treatment programs including a familiarity with all of the disciplines that provide mental health treatment services. Will serve in a consultative capacity for all mental health programs in VISN 23. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Strong managerial and organizational skills Extensive Mental Health clinical knowledge. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: : You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position.
