Serves as the Lead Contract Specialist within the Acquisition Management Directorate Headquarters (HQ), Defense Commissary Agency (DeCA). The primary purpose of this position is to serve as Team Leader of other General Schedule (GS) employees performing Contract Specialist functions.
Duties
Serve as a Team Leader for employees performing Contract Specialist functions.
Responsible for total Acquisition of commodities/services for commissaries worldwide.
Accountable for the planning, scheduling, and formulation of upcoming contracts.
Utilize complex or unusual techniques and formulas as well as other commissary related services.

Requirements

- Physical Requirements: Work is mostly sedentary, but there will be walking involved through contractor or commissary facilities, warehouses, production plants, etc.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 1102 and additional requirements by the announcement closing date.
Experience: For the GS-13: One year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-12 under other Federal service pay systems, private sector, or military.
AND
A 4-year course of study leading to a bachelor's degree
Examples of qualifying Specialized experience for the GS-13:
Communicate to a team the assignment, project, problem to be solved; actionable events, milestones, and/or program issues under review as well as deadlines and time frames for completion.
Provide advice on work methods, practices and procedures.
Train or recommend training of team members.
Set long-range plans (annual and multi-year) and schedules.
Prepare position papers.
Develops overall goals and objectives for contracting of assigned commodities/services.
Plan complex acquisition strategies that fluctuate based on customer demand and market activity.
Perform full contracting officer authority on acquisitions in a variety of high-level meetings, presentations, and contract justification sessions.
SELECTIVE PLACEMENT FACTORS: Selection will be based on the judgment of the selecting official as to which applicant is best qualified to perform the duties of the position. The breadth and depth of relevant experience and knowledge, and the quality of past performance, will be the primary considerations used for selection. Important selection factors are: Comprehensive Knowledge of commercial retail grocery industry pricing data and familiarity with grocery products, Relational Database Concepts, Data Integration, Advanced Spreadsheet Understanding, Concepts in Data Visualization, Statistics, and Predictive Modeling Understanding of price elasticity of demand, product substitution and item cannibalization concepts, Market-share analysis and the role of syndicated data in category management is required. Must have the ability to perform pricing and market analysis and coordinate pricing for the Agency's products and/or services in order to maximize savings, optimize revenue and meet marketing, financial, and corporate growth objectives. Comprehensive knowledge of retail grocery accounting, finance analysis, finance analytics, pricing, revenue optimization, or economics is required in order to execute financial models to assess and build effective retail pricing structures. Knowledge of and experience in commercial retail grocery industry and pricing strategies is required advised in order to compile and review internal and external data and leverage optimization tools to make informed retail pricing recommendations. Knowledge of grocery store-based price elasticity and discrete choice pricing studies. Comprehensive knowledge of, and experience with, specific commercial retail grocery pricing concepts, such as price elasticity, transaction profitability assessment, margin and revenue analysis, price band analysis, and price waterfall analysis or equivalent relevant experience in professional consulting services.
