Duties
Responsible for all actions related to acquisition planning, solicitation, evaluation, negotiations, contract award, contract administration, and contract management functions for highly specialized and significant agency procurements.
Develops acquisition planning and procurement objectives to create complex supply and/or service contracts; utilizes intricate contractual strategies requiring original research, unique requirements, and long term acquisition impact.
Prepares solicitations and may conduct pre-solicitation/pre-proposal conferences to afford industry opportunities to ask questions, express concerns, or offer suggestions that impact the overall acquisition strategy.
Maintains full responsibility for contract administration and adherence; determines actions related to contract performance, coordinates support for programs, establishes milestones and performance schedules, and ensures compliance.
Conducts negotiations to consummate award actions with responsible contractors; ensures the government’s requirements are obtained at a fair and reasonable price and within the required timeframes established.
Investigates and handles complex, controversial post-award actions and problems; explains and justifies issues and positions; and resolves particular contractual claims.

Qualifications
To qualify for a Contract Specialist, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A.) above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Performing and executing long-term pre-award and/or post-award procurement actions or objectives;
- Maintaining full contract responsibility for contract administration and adherence to contract provisions, including contract execution and contract close-out; and
- Conducting extensive contract negotiations that address issues related to acquisition.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
