You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST NT-0501-05 in the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) of NSWC PHILA DIV. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will assigns and direct work; sets objectives, and evaluates the work performed by subordinates. You will resolve work problems; approves leave, recommends discipline, awards, selections, promotions, establishes training plans, and provides technical and career guidance. You will use Department of Defense (DOD) payroll and travel systems to research and validate Navy Enterprise Resource Planning (ERP) transactions. You will ensures system is compliant with regulations, directives, and legal requirements, as well as evaluating compatibility of other system interfaces. You will Research sensitive issues, analyzing and presenting results and recommending administrative strategies or changes in procedures or operations. You will prepare and evaluate timekeeping, labor processing, and travel reports or statements to ensure accuracy of data; analyzes cost data. You will participate in providing technical services for process improvement initiatives

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-0501-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading or supporting financial management operations related to payroll and/or travel for an organization to ensure compliance with financial objectives, policies, laws, or regulations.
