You will serve as a Financial Management Analyst in the Navy Foundry and Propeller Center (NFPC), Funds Control/Admin Service Staff Department of NORFOLK NAVAL SHIPYARD.

Duties

You will receive developmental assignments designed to increase the employee’s knowledge and understanding of the functions of budget, accounting, and financial management. You will receive on-the-job and/or classroom training in the application of concepts, principles, practices, and procedures in a variety of financial administration and management duties. You will research guides to locate accounting, budgetary and financial information and prepares summaries for use by higher-graded analysts. You will provide information about, and interprets standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations. You will assist in the performance of functions such as; formulation of budget and estimates to support plans, programs, and activities; review and evaluate budget requests, control and reporting of obligations and expenditures. You will be responsible for reviewing, monitoring and researching outstanding obligation/accounts payable/expenditures in preparation of the DAR-Q for current and prior year documents.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience manipulating accounting, auditing, budgeting or financial data in Microsoft Excel. Experience displaying a communicative skillset both oral and in writing. Experience advising on, developing, coordinating, and carrying out financial policies, procedures, and plans. Experience reviewing, analyzing, evaluating, and reporting financial data to upper management. Experience utilizing effective control over the financial resources.
